The primary purpose of this position is to serve as a Security Specialist and security advisor, providingoversight and management of multiple security disciplines (personnel, industrial, and physical) in support of theAdvance Program Office (APO). Additionally, position will be required to deploy to perform duties in austerelocations.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, andresolve difficult and complex security problems; apply policy direction to contractors and government/militaryofficials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to avariety of work situations and various levels or degrees of security controls.-- Knowledge of a broad range of security program relationships, and proficiency in information, personnel, andindustrial security to effectively implement and administer applicable security programs and/or coordinate withother specialized security programs. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas. Knowledge of security classification methods for access to classified or sensitive information. Skill in the research, interpret, and analyze security requirements for special access program (SAP) and sensitive compartmented information (SCI) security procedures. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security programs for the installation. Ability to communicate effectively, both orally and in writing, negotiate complex issues and to establish/maintain professional working relationships with coworkers and customers. OTHER SIGNFICANT FACTS (Continued): This is a key position. The employee may be required to world other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to cany a phone or beeper. The employee will be required to have, or obtain, and maintain a valid driver's license in order to respond to security incidents at various locations geographically separated from the main office and during non-duty hours. Position will include training in the carrying and use of fiream1s because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to cany firearms Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime or domestic violence may not perfom1 the duties of this position. SFPC (only) Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. A pre-employment physical examination is required. Selectee must meet requirements specified on SF 78, Certificate of Medical Examination for employment at overseas/deployed locations due to the following. The duties of this position require moderate physical exertion involving walking and standing, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Anus, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 HZ levels. Since the duties of these positions are exacting and responsible and involve activities under tryil1g conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. A theater conm1a1ider may specify theater unique medical/physical deployability criteria. Emergency Essential/deployment related medical/dental/ psychological examinations and required immunizations are at no expense to the employees. Position is centrally managed. PCS will be centrally funded. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
