SCA Administrator

OCONUS-Australia-Alice Springs Full time

Amentum is currently seeking a SCA Administrator (Subcontracts Administrator) to support our program in Alice Springs, Australia.  Responsible for all phases of subcontract administration, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout. Responsible for ensuring compliance with government policies and procedures. This position will be expected to possess a good understanding of government subcontracting, work independently with some instruction, be solution-oriented, contribute meaningfully to team and/or organizational goals, demonstrate good judgement and business acumen, collaborates with stakeholders and other departments when needed. We will consider any/all levels of experience.

Responsibilities/Duties include but are not limited to the following:

  • Track and renew all current Vendor NDA’s, Business Size Representation, Representations & Certifications, and Insurances as required.
  • Monitor the etenders inbox and Support Net inbox (site specific only) and add all new requirements to the Subcontracts Tracker for allocation.
  • Update documents, policies and procedures as they are released to ensure the Subcontractor’s use of the most up to date documents.
  • Coordinate with Program teams to track project end dates to assist with subcontract close out to inform the SCA’s of project completion.
  • Conduct micro-purchase subcontracts that often need to be completed quickly for O&M.
  • Conduct Site walks for projects, as required. Upload new vendors that have been onboarded from Amentum’s Supplier Management System to the site system.
  • Assist with Service Level Agreements (SLA’s) Bulk Purchase Agreements (BPA’s) and Bulk Purchase Orders (BPO’s) as required.
  • Coordinate, develop, and produce subcontract documentation for micro-purchase awards which may include purchase orders, modification orders, solicitations, representations, certifications, and correspondence.
  • Coordinate, develop, and produce procurement documentation for micro-purchases such as RFPs, statements of work, data submittal requirements, and proposal preparation instructions.
  • Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and perform discussions.
  • Develop and maintain micro-purchase subcontract files. Monitor and track subcontractor deliverables.
  • Review and process purchase requisitions for the entire portfolio of subcontracts.
  • Draft/review/negotiate non-disclosure agreements.
  • Coordinate with accounting and finance departments in administering subcontract invoicing and payments and closeout process.
  • Ensure compliance with CPSR, FAR/DFARS, Agency-specific regulations, and Amentum policies on subcontracts and procurement.
  • Ensure the management of micro-purchase subcontract file(s), prepare and control of all modifications and correspondence.
  • Interface and coordinate with subcontractors and service providers, as well as Amentum HR, Finance, AP, and Program teams.
  • Participation in cross-functional collaboration and tiger teams.
  • Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business outreach activities.
  • Negotiate terms and conditions with subcontractors.
  • Maintain and process purchase orders, releases, and modifications in Amentum’s accounting system.
  • Close out subcontracts.
  • Perform all other position-related duties as assigned or requested.

Minimum Qualifications:

SCA Admin:

  • Bachelor’s degree in business administration or related field, and two (2) years of experience in procurement, subcontracts, supply chain or related field; or a master’s degree and one (1) year of related experience. Two (2) years of experience in procurement or related fields may be substituted for each year of the four (4) years of college.
  • Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
  • Knowledge of various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof).
  • Active U.S. Secret or TS/SCI Clearance; or equivalent Australian NV1 or Top-Secret Positive Vetting (TSPV) Department of Defense Security Clearance and ability to maintain that clearance or obtain higher clearance.

Preferred Qualifications:

  • Experience with Costpoint or similar ERP system.

WORK ENVIRONMENT, PHYSICAL DEMANDS, AND MENTAL DEMANDS

  • The position is desk based and sedentary in nature, the ability to lift items up to 5kgs may be required occasionally and participating in Site walks occasionally.

SECURITY CLEARANCE REQUIREMENT

It is a condition of employment that employees obtain and retain the appropriate level of security clearance and medical clearance applicable to each role.  The employee will require a Top-Secret Positive Vetting (TSPV) Department of Defense Security Clearance (Australian) or TS/SCI (U.S.) clearance.

STATEMENT OF WORK REQUIREMENTS

All personnel assigned to work at JDFPG shall be:

  • At least 18 years of age.
  • Able to fluently read, write and speak English.

EHS REQUIREMENT

All Amentum personnel are responsible for understanding and complying with all site environmental, health and safety requirements. While Amentum is responsible for providing a safe workplace and is responsible for ensuring compliance with requirements of the JDFPG Handbook, each person is responsible for:

  • Completing work tasks in a safe manner.
  • Reporting any unsafe acts or conditions to their supervisor and/or PMO/EHS Manager,
  • Continuous adherence to the environmental, health and safety procedures outlined in the JDFPG Handbook during the performance of their work.
  • Red-Carding a Job - Employee right and responsibility to “STOP WORK” if a job is unsafe or possess a danger to the environment.
