The work

The SAP Proposal to Reward Functional Consultant leads the analysis, design, and implementation of S/4HANA Proposal to Reward (P2R) business processes, specifically within the Federal Grants Management (Grantor) domain. Acts as a functional subject matter expert for the end-to-end lifecycle of federal financial assistance, including program creation, application evaluation, and the legal obligation of funds. This role ensures that grant-making processes are transparent, merit-based, and fully integrated with federal budgetary controls. The P2R Functional Consultant is responsible for leading system analysis, end-to-end configuration, and cross-functional integration.

Key responsibilities:

  • Facilitate workshops to define requirements for Grantor Programs, Application Forms, Evaluation Schemas, and Agreement Management in accordance with 2 CFR 200
  • Perform hands-on configuration of Grants Management (GM) and Public Sector Management (PSM), including Grantee Master Data, Sponsored Programs, and Sponsored Classes
  • Ensure that grant awards and obligations correctly interface with Funds Management (FM) to consume budget across the 3-dimensional structure (Fund, Funds Center, Commitment Item)
  • Configure the Business Rule Framework plus (BRFplus) to automate eligibility checks, merit scoring, and approval workflows for grant applications
  • Partner with developers to design and test interfaces with federal portals such as Grants.gov, SAM.gov, and USASpending.gov for DATA Act compliance
  • Ensure the seamless flow of data between the Grantor front-end and the Universal Journal (ACDOCA) for automated accounting entries during award obligation and disbursement
  • Write and execute comprehensive test plans for the entire ""Proposal to Reward"" cycle, including stress testing the automated scoring engines and budget validation logic
  • Deploy SAP Fiori apps for Grant Managers and Reviewers, providing real-time visibility into the grant pipeline, funding availability, and grantee performance metrics.

Here’s what you need:

  • 4+ years of experience in SAP Grants Management (GM) and Funds Management (FM), with a deep understanding of the Public Sector Management (PSM) solution
  • Experience with Federal Grantor processes, including the management of discretionary and mandatory grant programs
  • Strong integration knowledge, specifically between P2R and Budget to Report (B2R) for federal reporting and Procure to Pay (P2P) for administrative contract management

Nice to have:

  • Proficiency in Business Rule Framework plus (BRFplus) for designing automated decision-making logic and scoring models.
  • Ability to troubleshoot BRFplus rules, analyze FM ledger postings, and configure Flexible Workflow for grant approvals
  • Familiarity with 2 CFR 200 (Uniform Guidance) and federal audit requirements for financial assistance
  • Bachelor's degree in a related field

Eligibility requirements:

  • US Citizen (no dual citizenship)
  • Must be eligible to obtain a government Secret Clearance
  • Willingness to travel up to 25%

 

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Washington, Vermont, the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience.
