The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is 36 months.

Major Duties:

  • DUTY 1: Performs career broadening assignments as Occupational Safety Manager. Provides expertise in occupational safety policy, plans, and program execution. Plans, develops, organizes, administers, evaluates and coordinates a comprehensive DAF safety and occupational health program that affects all DAF installations and operations worldwide. Program execution critically affects the operational readiness of the AF mission. Analyzes and resolves diverse critical safety risk hazards safety issues and military unique situations. Negotiates complex safety and operational issues for the full range of DAF missions. Develops and prepares guidance to implement changes to current standards, codes, and instructions which affect a full range of DAF functions. Reviews, interprets and formulates DAF requirements and provides recommendations on proposed new rules, instructions, standards, and inquiries from higher headquarters and external agencies and regulatory organizations. DUTY 2: Career broadening assignments involve providing guidance and management advisory services on all occupational safety issues. Assists in management of the DAF Occupational Safety, Health and Fire Protection programs. Provides technical expertise by assisting in the interpretation of program guidance to DoW, Air Staff, MAJCOM/FLDCOM/DRU/FOA, senior management, functional managers on areas of program implementation, contract safety, standards and requirements. Assists in the conduct of MAJCOM/FLDCOM/DRU/FOA safety program evaluations. Assists management with the AF Hazard Abatement Program to ensure compliance. Assists team leader in evaluating and validating compliance to OSHA, DoW, DAF standards, instructions and AFOSH Standards. Provides commanders with a complete and comprehensive assessment of their Occupational Safety program requirements. Coordinates with MAJCOM/FLDCOM/DRU/FOAs to manage the Air Force Hazard Abatement Program by thoroughly reviewing, validating, and tracking risk assessment accomplishments of hazardous conditions and OSHA Notices of Violation. DUTY 3: Career Broadening assignments involve assisting the management of the safety and occupational health mishap investigation program to help broaden program management skills. Reviews, evaluates, and analyzes all mishap investigation reports to ensure comprehensive accident/loss prevention program elements are applied and implemented correctly DAF wide. Provides expert technical assistance and advice to Safety Investigation Board presidents and investigators to ensure accurate and timely compliance on mishap investigation findings, causes and recommendations. Reviews and analyzes mishap database identifying adverse trends and initiating DAF wide strategies or controls for the elimination of the adverse trend. Plans and conducts innovative analysis of mishap experiences and trends and compiles statistical analysis of MAJCOM/FLDCOM/DRU/FOA mishap prevention data for evaluations. When needed, participates in safety investigations. DUTY 4: Performs Career Broadening assignments involving planning and providing management oversight and technical expertise for the implementation of comprehensive safety education activities at the DAF level. Develops and audits Occupational Safety and Health educational materials and provides technical guidance for various training courses emphasizing management's roles, responsibilities and requirements. Develops and provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range operations area. DUTY 5: Carries out special projects, assignments and expands management experience designed specifically to meet the broadening intent of the position. Represents the concerns of the DAF at meetings and conferences; conducts, prepares staff studies and various documents to meet special requests or requirements; develops and presents oral presentations to MAJCOM/FLDCOM/DRU/FOA senior leaders; leads and/or serves on steering committees that include non-DoW professional organizations. Provides responsive and timely support to customers; actively supports achievement of goals and objectives. Identifies and interprets broad, general guidance to allow for development and dissemination of accurate Safety and Occupational health program information. Provides management and technical expertise, advising and consulting DoW, Air Staff, senior management, commanders, and functional managers on requirements relating to safety and occupational health and Risk management program and implementation.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KSAs: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, consensus standards and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems, questions, and diverse occupational safety and health, fire and environmental related scenarios. Knowledge of basic general industry and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards with skill and ability to recommend appropriate corrective actions. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions that meet or exceed requirements. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. Ability to manage, plan, organize work, and meet deadlines.
