Summary
Responsible for assisting with the billing, processing, collection, application and maintenance of records and finances owed the City of Garland for Code Compliance and Health violations, Emergency Medical Services (EMS) and paving/drainage assessments.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Process invoices, credits, refunds, liens and releases relating to Code Compliance and Health violations, paving and drainage assessments and Emergency Medical Services (EMS).
Collect and account for revenue from violations and paving/draining assessments.
Process timely deposits of revenue.
Provide payoffs for abatement, paving and drainage liens.
Provide information to citizens, title companies, attorneys and other customers as requested.
Prepare correspondence to property owners, title companies, law offices, mortgage companies, state and federal agencies and other customers.
Enforce City of Garland ordinances concerning Code Compliance collections.
Communicate with team members to identify and develop programs that meet the objectives of Revenue Recovery.
Provide professional and courteous customer service.
Minimum Qualifications
High School Diploma or General Equivalency Diploma (GED)
2 years related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Education/ Experience
Associates degree in Finance, Accounting or related field of study
2-4 years experience in collections, auditing, licensing and/or customer service
Knowledge, Skills & Abilities
Basic knowledge of laws, ordinances, City codes, directives and policies regarding revenue collection
Basic knowledge of accounting principles and practices, financial record keeping and reporting
Skill utilizing financial programs and computer software including Microsoft Office (Word, Excel, and Outlook)
Proficient math and organizational skills
Ability to research and resolve procedural and operational problems and complaints
Ability to effectively communicate both orally and in writing
Ability to prepare revenue deposits and payment authorization
Licenses and Certifications
Texas Notary License or the ability to obtain within 6 months of hire
Valid Class C Texas Driver’s License
