As a Residential Program Manager, Low Income Programs, you will lead the strategy, development, and management of a residential utility programs, working closely with the client and ICF’s implementation team, to bring energy efficiency and bill savings to their customers, focusing on under-served and disadvantaged communities throughout Louisiana.      
 
The Residential Program Manager, Low Income Programs will gain exposure to various types of energy efficiency projects and typically provides account management, trade ally/service provider management, and other technical services for a utility energy efficiency program and their stakeholders. In this role, you would be responsible for developing budgets and participation requirements, innovative reporting, and analysis, conducting market research, and facilitating communications and coordination across a Residential Trade Ally/Service Provider (TA) network throughout Louisiana. This position will provide an opportunity for you to apply your academic knowledge, gain exposure to major projects, and build relevant market knowledge and consulting skills.

What you will be doing: 

  • Recruit, enroll, and retain BPI certified energy efficiency companies to participate in the program to meet program energy savings goals  
  • Perform and lead team activities in desktop and field QA/QC to validate technical project data for weekly processing, ensuring compliance with requirements and process controls 
  • Coach and train Trade Allies and internal support team members on best practices, audit resolutions, and technical subject matter 
  • Assemble and provide reports, presentations and database management using many MS Office programs along with industry-specific software tools. 
  • Build and maintain in-person relationships with Louisiana trade allies, sub-contractors, nonprofit organizations, and industry associations. There will also be opportunities to attend trade shows, conferences, and other events to promote and represent the program offerings 
  • Stay informed on local, state and federal energy efficiency programs and evaluate how these programs can benefit current offerings. 
  • Travel Requirements: This is a hybrid position that would require the selected candidate to report to the ICF Baton Rouge, LA office 3 days a week. Must have a reliable vehicle for local travel up to 10% of the time for site visits, meetings and events

 
What we need you to have (minimum qualifications): 

  • Bachelor’s degree in Business, Organizational Management, Building Science, Energy Systems, Sustainability or related field (or applicants can substitute one year of related experience for one year of education)
  • 3+ years of experience in program/project management in construction, building sciences, energy efficiency, sustainability and/or related experience
  • Must have valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check  

 
What would be useful (preferred qualifications): 

  • Experience and knowledge of residential energy efficiency in Louisiana
  • Experience working with low income groups and communities strongly preferred
  • Excellent verbal, interpersonal and written communication skills  
  • Experience managing and motivating a diverse team 
  • Experience working in or managing a trade ally/service provider network 
  • Certified Energy Manager or BPI credentials 
  • Bilingual in Spanish and English a plus

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73,738.00 - $125,354.00
