Key Responsibilities:
Construction Oversight & Field Leadership
Serve as the on-site representative responsible for overseeing daily construction activities.
Lead and coordinate Civil Field Inspectors to ensure consistent inspection coverage and quality control.
Oversee construction operations related to concrete work, asphalt milling, and paving.
Monitor contractor performance, sequencing, and adherence to approved work plans.
Contract Administration & Technical Coordination
Ensure contractor compliance with plans, specifications, and contract requirements.
Review and respond to Requests for Information (RFIs) in coordination with the Engineer of Record (EOR) and other stakeholders.
Review contractor submittals, schedules, and work plans for compliance and constructability.
Coordinate closely with the Office Engineer on quantity tracking, pay items, change orders, and documentation.
Review and certify monthly progress payments prior to submission.
Stakeholder Coordination
Coordinate daily activities with project stakeholders, including construction teams, inspectors, and facility representatives.
Lead progress meetings, coordination meetings, and site walkthroughs.
Identify and resolve field issues proactively to avoid schedule or cost impacts.
Reporting & Documentation
Ensure accurate preparation of daily reports, inspection logs, and as-built documentation.
Maintain complete and organized project records in accordance with contract requirements.
Track construction progress and escalate risks, conflicts, or quality concerns as needed.
What You’ll Bring:
10+ years of experience in resident engineering, construction management, or field engineering roles on heavy civil infrastructure projects.
Strong experience with concrete and asphalt paving operations, including milling and placement.
Proven ability to lead field inspection staff and manage contractor performance.
Solid understanding of construction contracts, pay items, change management, and progress payments.
Experience coordinating with Engineers of Record, owners, and public-sector stakeholders.
Excellent communication, documentation, and organizational skills.
Bachelor’s degree in Civil Engineering or Construction Management; PE license preferred.

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $125,000 - $150,000 annually for this position and local market.
