Residence Manager/Permits and Small Project Manager
The Residence Manager, Permits & Small Project Manager is responsible for the overall leadership and management of assigned property/facility operations under JLL Philippines. The role ensures operational excellence, regulatory compliance, financial control, and successful execution of minor works and small capital projects, while maintaining strong client relationships and adherence to JLL governance standards.
This position serves as the primary on-site representative of JLL and is accountable for service delivery performance, statutory compliance, and project execution within approved budgets and timelines.
Oversee day-to-day building and facilities operations.
Ensure compliance with contractual Service Level Agreements (SLAs) and KPIs.
Supervise engineering, technical, and administrative teams.
Conduct regular property inspections and performance reviews.
Ensure effective management of CMMS/work order systems.
Develop and implement preventive maintenance programs.
Monitor performance of critical systems (HVAC, electrical, plumbing, fire protection, generators, etc.).
Manage vendor contracts and service providers.
Maintain spare parts inventory and coordinate procurement requirements.
Analyze utility consumption trends and implement cost-saving initiatives.
Prepare and evaluate RFQs and technical proposals.
Monitor vendor performance and compliance with contractual obligations.
Ensure adherence to JLL procurement and governance policies.
Prepare and manage annual OPEX and CAPEX budgets.
Monitor expenses against budget and provide variance analysis.
Ensure timely PO issuance and invoice approvals.
Identify and implement cost optimization measures.
Ensure timely acquisition and renewal of required permits and certifications, including:
Fire Safety Inspection Certificates
PCO Accreditation (HBAP/HIIB)
Environmental clearances - HWGID, SMR
Other local regulatory requirements
Maintain updated permits tracker and compliance calendar.
Coordinate with LGUs, regulatory agencies, and inspectors.
Support compliance inspections and audits.
Ensure zero regulatory penalties and violations.
Implement health, safety, and environmental (EHS) standards.
Ensure emergency preparedness and business continuity plans are in place.
Maintain audit-ready compliance documentation.
Define project scope, schedule, budget, and deliverables.
Prepare cost estimates and risk assessments.
Secure necessary internal and client approvals.
Manage contractors and coordinate project activities.
Monitor project progress, budget utilization, and timelines.
Ensure compliance with safety and quality standards.
Manage change orders and cost variations.
Conduct final inspections and snag rectification.
Secure client acceptance and completion documentation.
Prepare final financial reconciliation and project reports.
Act as primary point of contact for client representatives.
Conduct regular governance and performance meetings.
Present operational and financial reports.
Address escalations and ensure high client satisfaction.
Drive continuous improvement initiatives.
