Job Summary: This position is part of the Defense Human Resources Activity. Under the direction of the P&A Director, the incumbent supervises a program segment that performs technical, professional work. The work involves establishing criteria, formulating projects, assessing program effectiveness, or investigating or analyzing a variety of unusual conditions, problems, or questions.

Major Duties:

  • As a SUPERVISORY OPERATIONS RESEARCH ANALYST at the GS-1560-15 some of your typical work assignments may include: Directs, coordinates, and supervises a professional staff of data scientists, data analysts, and program analysts. Plans work, sets priorities, and manages team tasks and project timelines to ensure the timely and accurate delivery of insightful data analysis. Develops performance standards, evaluates subordinate work, and fosters the professional development of team members. Manages the organization's data analytic portfolio, ensuring both long- and short-term projects are synchronized with leadership priorities and customer needs. Oversees the creation and maintenance of enterprise-wide data reporting, models, dashboards, and established data architecture. Advises senior leadership, program managers, and other stakeholders on complex data science concepts, findings, and data-driven recommendations. Leads efforts to resolve complex problems, developing new concepts and approaches in areas where precedents may not exist.

Qualifications: You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Experience managing a portfolio of complex data analytics projects, ensuring alignment with organizational priorities and timelines. Demonstrated expertise in applying advanced analytical techniques such as predictive analytics, statistical modeling, data mining, machine learning, natural language processing, and survey analysis. Expert knowledge of and hands-on experience with data analytics and visualization tools and languages. This includes proficiency in scripting and statistical languages like Python and R, database query languages like SQL, and data visualization platforms such as Power BI, Tableau, or Qlik. Experience in overseeing the development and maintenance of enterprise-wide data architecture, reporting models, and dashboards to support strategic decision-making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1560 series. A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.; OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph B above, plus additional education or appropriate experience. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.
