POSITION SUMMARY 

The Reliability Manager is a member of Maintenance Department, reporting directly to the Maintenance Director. The Reliability Manager supervises the Reliability Engineers (Fixed Equipment, Rotating Equipment, Electrical, and Instrumentation/Analyzer) who are considered subject matter experts in each of their respective disciplines.

The Reliability Department is responsible for defining the scope of the preventive and predictive maintenance program and tracking its effectiveness. This department is also responsible for assisting in reliability investigations, defining the required training programs, and providing recommendations for improving equipment reliability. Furthermore, the team is responsible for documenting the required information in accordance with the Mechanical Integrity Program.

The Reliability Manager provides the vision and facilitates continuous improvement efforts in support of long-term reliability improvements.  They work closely with all departments to achieve common goals focusing on safety, compliance, and reliable operation of the refinery while maximizing the profitability of the site. 

RESPONSIBILITIES:
• Directly supervises the activities of employees within reporting structure. Defines goals and objectives and provides feedback on performance and career goals of direct reports.
• Uses staff effectively to reduce equipment downtime, improve efficiency, control costs, and anticipate additional future improvements.
• Acts as a champion for advancing a reliability mindset and culture at their refinery.

• Ensures the site maintains long-term reliability focus, continuous improvement, and creates/monitors applicable Key Performance Indicators (KPIs).

• Monitors and communicates to the Refinery Leadership Team and Area Team regarding site's threat list to mechanical availability and prioritizes initiatives based on the "Total Cost of Unreliability" list.
• Supports Area Team concepts and cooperative efforts among all refinery groups and departments.

• Shares broad knowledge of Mechanical Integrity and understanding of industry standards with the organization and develops their personnel to be specialists in their disciplines.

• Champions the Mechanical Integrity program, Major Equipment Deficiency (MED) process, and the Inspection, Testing, Preventative Maintenance (IPTM) deferral process.
• Leads their group to plan, develop, and manage preventative maintenance programs to ensure the cost-effective reliability of site assets considering typical failure modes and equipment history.
• Possesses a familiarity of industry accepted reliability tools and techniques to share with their personnel and refinery organization.
• Administers overall management of asset information and data to include equipment, testing, and maintenance records and ensuring accuracy and completeness.
• Supports their group in data analysis and assessment to drive the organization to data driven decisions.
• Provides guidance to their personnel for well executed Root Cause Analysis for incidents and general equipment failures so appropriate and effective corrective actions can be executed.

• Coordinate the review of construction packages for new equipment installations

• Coordinate the implementation and document the preventive and predictive maintenance process. Ensures the Reliability department provides technical expertise and field support of needed maintenance repairs.

• Coordinates the development and implementation of Reliability driven initiatives. Maintains compliance with local and corporate specifications (SP’s), Refining Standard Practices (RSP’s), and Refining Reference Documents (RRD’s) and Mechanical Integrity compliance with regulations affecting our area of responsibility.

• Participates in the Reliability Advisory Group and assists other refineries with adopting best practices within their area of expertise.

• Ensures that appropriate turnaround work scope is identified for Fixed, Electrical, Instrumentation/Analyzer, and Rotating Equipment.

• Responsible for asset data integrity management for SAP and GE APM.

MINIMUM QUALIFICATIONS:
• Bachelor's Degree in Engineering and a minimum of 8 years of refinery or petrochemical Maintenance/Engineering experience. Prior experience in Reliability is preferred.

• Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical. 

• Proficient in Microsoft Word, Excel, Outlook, Project.

• Ability to obtain a TWIC card upon hire. 

• SAP Plant Maintenance and APM software experience preferred.

SKILLS

• Good coordination skills between interdisciplinary functions (operations, inspection, engineering). 

• Comfortable with leading and facilitating meetings. 

• Able to communicate well with front line workers and multiple levels of leadership.    

• Proficient with Microsoft: Outlook, Word, Excel, TEAMs, OneNote.
