We are seeking a Regulatory Compliance Engineer Specialist to play a critical role in ensuring compliance with U.S. Federal and State hazardous liquid pipeline safety regulations across the asset lifecycle. What You Will Do:

  • Support LP Operations, Engineering, Integrity, and Central Functions by preparing for and facilitating Texas Railroad Commission and US DOT audits and inspections.

  • Interpret U.S. Federal and State pipeline safety regulations and industry codes, providing compliance guidance related to MOC, long-range planning, and regulatory enforcement risk.

  • Advise LP Operations and Regional Compliance Advisors during pipeline safety incidents, including event reporting and responses to compliance information requests or enforcement actions.

  • Prepare and submit regulatory filings and correspondence, including responses to enforcement actions, comments on proposed regulations, and mandated regulatory reports.

  • Support capacity expansion and capital projects by identifying regulatory risks, participating in design reviews, inspections, and public or agency meetings.

  • Contribute to continuous improvement by refining internal Compliance processes, sharing lessons learned and Compliance Advisories, and updating governance documents and operating procedures.

Who You Are:

  • University Degree in Engineering with 7+ years of progressive experience in the hazardous liquid or natural gas pipeline industry with a strong regulatory compliance focus.

  • You possess deep knowledge of DOT pipeline safety regulations, applicable State regulations, and industry standards (API, ASME, AMPP, ASTM, NFPA, etc.).

  • You demonstrate strong analytical, problem-solving, and technical aptitude, with excellent computer skills.

  • You communicate clearly and confidently, with the ability to influence, collaborate, and present regulatory positions effectively.

  • You are comfortable navigating complex regulatory challenges and defending compliance positions, even when faced with senior-level opposition.

  • You bring a solid understanding of pipeline operations, along with strong organizational, risk analysis, and decision-making skills.

  • Strong interpersonal skills, including consultation, risk communication and conflict resolution.

Preferred Qualifications

  • Professional Engineer (PE) designation.

  • Project management experience and demonstrated leadership or mentoring capability.

  • Proven conceptual, relationship building, structural, risk evaluation, negotiations and decision-making skills.

Working Conditions:

  • Office environment with travel up to 25% in support of regulatory inspections.

  • Customer driven environment that results in frequent interruptions and many time-sensitive activities with multiple stakeholders.

Physical Requirements:

Include but are not limited to: Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement.

Include but are not limited to: Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
