We are seeking a Regional Support Specialist (Education Program Specialist 2) to join our Office of Education Innovation and Improvement team at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).  
 

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. 

 

What you will do!   

The Oregon Department of Education is seeking a Regional Support Specialist to provide leadership, coordination, and technical assistance for the implementation and monitoring of state and federal education programs, partnering with ODE teams, ESDs, LEAs, and community organizations to improve instructional practice and district capacity. Oversee program planning, grants, coaching, professional learning, data analysis, and compliance to ensure alignment with ESSA, Oregon statute, and agency priorities.   

 

This role offers a unique opportunity to build meaningful relationships with ESDs, districts, and school leaders while actively contributing to systems-level change. Typical duties include: 

  • Connecting with school and district leaders to discuss progress in implementing improvement strategies. 

  • Collaborating with school and district leaders as well as ESD and ODE staff to develop and strengthen support (e.g. technical assistance, professional learning, and communities of practice). 

  • Reviewing data, monitor planning and reporting requirements.

Minimum Qualifications: ODE reviews resumes to determine whether applicants meet the minimum qualifications for this position. Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment. 
 
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience. 
 
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

  • K–12 Program Experience: Recent and relevant K-12 experience with a strong understanding of district, school, and classroom contexts and the practical realities of instructional improvement. 

 

  • Technical Assistance and Coaching: Proven ability to conduct needs assessments, provide differentiated coaching, and deliver targeted technical assistance that builds district and school capacity and supports continuous improvement. 

 

  • Program Coordination and Implementation: Experience coordinating complex, multi-site initiatives; serving as a regional or program liaison; and managing grants, budgets, timelines, and implementation across multiple partners. 

 

  • Data Analysis and Program Monitoring: Ability to analyze qualitative and quantitative data, evaluate program effectiveness, and use evidence to guide strategic planning, monitoring, and resource allocation. 

 

  • EquityFocused Practice: Demonstrated commitment to educational equity and anti-racist practices, with experience designing and facilitating professional learning that supports historically and currently underserved student groups. 

 

  • Education Policy and Compliance: Knowledge of state and federal education policy (e.g., ESSA), with the ability to interpret regulations, support compliance, develop guidance or policy, and align instructional, accountability, and improvement efforts.

Staff members will work with a variety of state agencies and individuals on educational program planning, curriculum development, professional development for teachers and administrators and compliance with federal and state laws/regulations.
