Svitzer Middle East is seeking a Regional Marine Standards Superintendent to deliver HSSEQ expertise and support to our shore-based teams, vessel crews, and operations across the region. The successful candidate’s location is flexible, also outside of the region, as the role is designed for approximately 75% remote work (home-based) and 25% travel to our operations within the AMEA region (Asia, Middle East, and Africa). What you can look forward to

The Regional Marine Standards Superintendent will have various responsibility areas within the Marine Standards function, such as HSSEQ Operational Support, incident management & reporting, audits, training and compliance, etc. The successful candidate will work closely with the regional Marine Standards team as well as colleagues in our front-line operations.

What you will do

Your key responsibilities will be:

HSSEQ Operational Support

  • Conduct daily operational follow-up with local management teams on HSSEQ issues to ensure a safe working environment.
  • Support local management teams and frontline employees in coordinating HSSEQ activities, promoting proactive safety behaviour, and maintaining visibility of Marine Standards across port operations.
  • Actively participate in health and safety committee meetings to represent Marine Standards, share insights, and drive discussions that enhance overall safety culture.
  • Analyse HSSEQ statistics to identify trends, recommend and implement actions, and monitor the effectiveness of these actions in improving safety performance.
  • Monitor new rules, regulations, and industry trends that may impact port operations, ensuring timely dissemination of information and compliance across the region.

Incident Management and Reporting

  • Assist local management teams in their classification of Low and Moderate Severity Incident Reviews and Near Misses.
  • Conduct thorough Post Incident Reviews of all Severe Incidents and above, as well as any high potential Near Misses, ensuring a comprehensive understanding of the causes and contributing factors.
  • Notify the Head of Marine Standards immediately whenever a suspected Severe and above or High Severity Incident occurs or has the potential to occur, providing detailed information and initial assessment.
  • Facilitate Learning Teams following High-Potential events.
  • Communicate key learnings from Severe and above or High Severity incidents to the workforce to prevent recurrence and enhance awareness of potential hazards.
  • Liaise with governing bodies and report significant incidents as required, ensuring all external communications are timely and accurate.

Audits, Training and Compliance

  • Conduct audits as directed by the Head of Marine Standards, including internal OVMSA and supplier/contractor audits, ensuring adherence to company policies, regulatory requirements, and industry best practices.
  • Participate in and contribute to external audits OVID, MLC, SMC, DOC, etc ensuring that all HSSEQ matters meet or exceed compliance standards.
  • Provide comprehensive training and ongoing support to all employees on the use and content of the safety management system, fostering a culture of continuous learning and safety awareness.
  • Serve as additional point of contact for the safety management system, ensuring streamlined communication and coordination regarding safety procedures and protocol.
  • Perform simulator or onboard assessment of new masters prior to full employment.
  • Provide operational and handling training via simulator or onboard as designated in Svitzer training Matrix.
  • Assist countries Operations Managers by conducting Command assessments, (sample) and review assessments completed by Operations managers and advising on the level of competency required.
  • Ensure that all employees of the region understand and adhere to Svitzer guidelines and policies
  • Ensure adherence to all legal and regulatory requirements for the local operation.

Customer Compliance & Reporting

  • Support local teams to maintain contractual compliance with HSSEQ standards and regulations.

Projects & Initiatives

  • Support the business with internal/external projects and initiatives including business development activities as directed by Head of Marine Standards.

Who we are looking for

To be successful in this role, you will bring:

  • Tertiary qualifications in health & safety and/or extensive experience within the maritime industry.
  • Demonstrated knowledge of best practice for effectively managing the health and safety of personnel.
  • Fluency in English. Knowledge of Arabic is an advantage.   
  • A background in Harbour towage training 
  • In possession of a valid Masters CoC and be an experienced Tug Master with specific experience on ASD tugs in the Harbour Towage environment
  • Ability to work in a multi-cultural team
  • Tertiary qualifications in relevant marine management

  • Excellent communication skills including the ability to influence and negotiate outcomes, drive change and create a strong health and safety culture.
  • The ability to work autonomously as well as in a small team environment, demonstrating a strong degree of initiative and confidence to make decisions.
  • The ability to lead and motivate vessel crew and contractors by providing “hands on” support
  • Computer literacy with intermediate competency in MS Office Suite (Outlook, Word, Excel, PowerPoint).
  • Excellent writing skills with the ability to produce high level, detailed reports, policies, procedures and documentation.
  • Strong attention to detail and ability to plan, prioritise and organise work demands and deadlines.

The successful candidate will be expected to be physically fit in order to access vessels, climb ladders and walk around decks and engine rooms often in very hot and humid conditions.
