Job Summary: THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Connecticut Training Center (CTC), Niantic, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.

Major Duties:

  • JOB SUMMARY: The primary purpose of this position is to serve as a Range Operations Manager with responsibility for live fire training facilities and impact areas; serving as an advisor on all matters pertaining to the use of training center range facilities; and maintaining responsibility for the conduct and safe firing of live ordnance. Manages technicians, AGR personnel, state, contract, and M-Day soldiers. Develops state and Federal financial budgets to include the Range and Training Land Program, Integrated Training Area Management program, and state budgets. Plans and coordinates specialized training events involving Active and Reserve Component Special Operations Forces of a classified nature. May support JCS level exercises for Commanders In Chief of Combatant Commands such as U. S. Central Command. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Responsible for the timing, coordination, and safety of combined arms firing exercises which involves armed aircraft, maneuvering, mounted and dismounted types of indirect and direct fire. Plans, directs, and manages range activities. Plans and schedules work, sets and adjusts short-term priorities, and prepares work schedules. Supports commanders and staff officers from all active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center. Reads and interprets regulations and directivespertaining to range operations and activities.

Qualifications: GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles and standard practices of management. Knowledgeable of the techniques of organization, direction, coordination and control. Ability to formulate and execute long range plans and programs. Ability to give specific guidance relative to a particular program. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Appointment): Officer: O1 through O3; Warrant: WO1 through CW2; Enlisted: E-7 through E-9 UNIT OF ASSIGNMENT: Any unit within state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
