Position: QA & QC Data Analyst (OPA2)
This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

Minimum Qualifications
A bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two (2) years of professional-level evaluative, analytical, and planning work.
OR
Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.
What you will do
The research and data staff ensures that OPDC’s work is clearly understood by internal staff, state leaders, and public defense providers, and that agency decisions are grounded in equitable, evidence-based research. This position focuses on quality assurance and quality control for all data received and entered into agency databases. It monitors data entry, follows up with other sections to correct errors or incomplete information, and tracks progress to completion. The research and data team supports all program areas, providing analysis that guides agency decision-making. Additionally, the team leads data-sharing efforts across state agencies, courts, and partner organizations to improve equitable outcomes for vulnerable Oregonians.

Duties
Quality Assurance & Quality Control
This role develops, analyzes, and evaluates data to support OPDC’s strategic work in contracting, policy development, and legislative advocacy while ensuring the accuracy and integrity of caseload and agency data. It manages caseload reporting processes, performs extensive quality assurance and quality control, audits and corrects data issues, and collaborates with the research and application development teams to test system updates and resolve data-processing problems. The position also recommends system improvements, maintains documentation and process manuals, and responds to inquiries from public defense provider4s.
Report Development
This position assists in preparing and delivering management presentations and contributes to developing standardized statistical reports.
Relationship Management
The person in this position supports effective teamwork by assisting colleagues and supervisors and collaborating with stakeholders to resolve data discrepancies and improve quality across agency divisions. It emphasizes building strong, positive relationships with internal and external partners through constructive participation in projects and problem-solving. The position also contributes to a respectful, productive, and inclusive workplace that values diversity and maintains a discrimination and harassment free environment.

Who we are.
The Oregon Public Defense Commission (OPDC) is an agency governed by a 13-member commission appointed by the Governor, which serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.
OPDC’s mission is to ensure constitutionally competent and effective legal representation for people eligible for a public defender. Its office includes the Executive, Appellate, Trial, Trial Development & Resources, and Administrative Services Divisions.
OPDC negotiates contracts with trial-level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The Agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the Agency include Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.
