Job Description
We are looking for a commercially driven Proposal Manager to help secure Metocean projects across all Metocean Science services in the EUAF region. This role is central to compiling competitive, high-quality bids and engaging with clients to understand their project challenges through consultative sales methods.
As part of the Commercial Team, you will respond to client inquiries and proactively identify new opportunities, upselling and cross-selling Metocean solutions and collaborating across service lines to deliver integrated offerings. You will play a key role in minimising safety and commercial risks while maximising Fugro’s win rate and financial performance. The role also includes attending industry events and supporting business development efforts.
Manage and compile winning bids for Metocean projects, ensuring competitiveness, accuracy, and timely delivery
Engage with clients to understand project needs and identify upsell and cross-sell opportunities across service lines
Support proactive business development through client engagement and participation in industry events
Collaborate with internal teams—technical experts, legal, finance, and other service lines—to develop strategic and compliant proposals
Monitor industry trends and competitor activity to inform bid strategy and solution development
Contribute to continuous improvement of proposal quality, pricing strategies, and commercial performance
Education: Bachelor’s degree in Science or a relevant technical subject
Experience: Intermediate-level experience in a commercial or technical discipline related to Metocean or offshore services
Strong proposal writing, costing, and consultative sales skills
Solid understanding of strategic bid planning and commercial acumen
Excellent communication skills in English (written and spoken)
Experience in solution selling and client engagement
Familiarity with Metocean services and multi-service bids
Ability to work across departments and service lines to compile integrated proposals
Participation in industry events and professional associations
Bid Success: Win rate of submitted proposals
Sales Growth: Number of upsell/cross-sell awards and new client accounts
Market Expansion: Quality and volume of proactive client engagements
Financial Performance: Gross margin improvement on won projects
