Proposal Content Developer

The Opportunity:

Lead content development efforts for all major proposal volumes, including technical, management, transition, staffing or resumes, and corporate experience. Facilitate the development of storylines and differentiated, innovative solutions. Provide end-to-end leadership by working with client delivery subject matter experts to produce compliant, comprehensive, and compelling responses that address technical, staffing, or management requirements and objectives as well as current and projected challenges for customers. Conduct iterative sessions with SMEs at the task level to address a wide range of technical delivery options and align industry frameworks, methodologies, and proof points to specific service delivery activities. Address management methodologies for large-scale programs, including comprehensive approaches to address cost, schedule, performance, risk mitigation, quality control, knowledge management, and transition efforts. Develop detailed summaries of proposed personnel to meet or exceed basic and preferred qualifications for key delivery roles. Present progress on iterative development of technical and management approaches, transition plans, staffing rationales, qualification matrixes, and corporate experience summaries to senior market and BD leaders. Due to the nature of work performed within this facility, U.S. citizenship is required.

You Have:

  • 4+ years of experience as a proposal content developer responding to competitive federal government solicitations

  • 4+ years of experience leading volume‑level content development for complex proposals and establishing content strategy and outlines

  • Experience converting capture guidance into high-scoring, compliant proposal content

  • Experience planning and running proposal prep activities and roadmaps with technical SMEs and writers

  • Experience facilitating proposal reviews and revision workflows

  • Experience using Microsoft Word, Excel, and PowerPoint

  • Ability to collaborate with client-facing teams, extract project challenges, build consistent storylines, and develop compliant and compelling solutions that address evaluation criteria clearly and effectively

  • Ability to write clear, compliant, and persuasive proposal responses

  • Ability to provide writing samples

  • Bachelor’s degree

Nice If You Have:

  • Experience applying development frameworks, including Agile, Waterfall, ITIL, enterprise integration, and DevOps

  • Knowledge of recognized, government-authored, and industry-standard methodologies, including ADDIE, PC-PED, SAM, and NIST RMF

  • Ability to collaborate with client-facing teams, extract project challenges, build consistent storylines, and develop compliant and compelling solutions that address evaluation criteria clearly and effectively

  • Master’s degree

  • PMP, ITIL, CMAP, CSSE, or SAFe Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
