POSITION DESCRIPTION (PURPOSE/FUNCTION):

Assist the Property and Logistics Manager in coordinating the day-to-day operation of the property and logistics functions that support the GSMO-3 contract. These functions include property management along all phases of asset life cycle, as well as shipping and receiving.

The goal is to ensure all members of the Property and Logistics Team are trained and well-versed in both individual and group responsibilities, and that all property and logistics areas are fully operational and functioning properly.

RESPONSIBILITIES:

  • In conjunction with the GSMO-3 Property and Logistics Manager, ensure the day-to-day activities of the Property and Logistics Team meet the strategic direction and business objectives of NASA/GSFC and the GSMO-3 Program.
  • Interface with various NASA/GSFC and GSMO-3 customers regarding property transfers, inventories, audits and required reporting.
  • As directed, ensure that all required periodic reports are completed and submitted accurately and on time.
  • Provide primary oversight for computer systems and applications that support property and logistics functions, such as Tycho and eQuip.
  • Support annual KBR/GSMO-3 inventory activities and products.
  • Oversee all activities associated with NASA/GSFC and/or Federal Government property audits by providing requested support and documentation.
  • Optimize property and logistics capabilities and performance by identifying strategies to maximize customer and employee satisfaction and, in conjunction with the GSMO-3 Property and Logistics Manager, empowering the Property and Logistics Team with the leadership, training and resources they need to be successful. Exhibit, promote and maintain a service-oriented, customer-service focused culture on the Property and Logistics Team.
  • Promote and implement process improvements as needed. Update existing documentation to reflect improvements and create new documentation where appropriate.
  • Stay abreast of industry best practices for Property and Logistics Management policies, procedures, and technology. Incorporate enhancements as needed/practical.
  • Build and maintain trusted relationships with key customers, stakeholders, vendors, and employees.
  • Assist with the proactive identification and resolution of project, customer, and personnel issues in consultation with the GSMO-3 Property and Logistics Manager.

KNOWLEDGE, SKILLS & ABILITIES

 EDUCATION/EXPERIENCE 

  REQUIRED:

  • Bachelor’s degree, plus 5 years’ experience working in a property and logistics environment, or equivalent applicable experience.
  • Knowledge of and experience with the Federal Acquisition Regulations (FAR).
  • Knowledge of and experience with the NASA FAR Supplement (NFS).
  • Previous experience in property and logistics management for engineering/manufacturing operations.
  • Previous experience in property and logistics management for NASA, or other Federal Government Agency.

  • Effective problem solving, analytical, and decision-making skills.
  • Ability to multitask, prioritize, and manage time efficiently.
  • Must be a team player able to work effectively at all levels of an organization with the ability to influence others to move toward consensus.
  • Proficiency with Microsoft Office Suite.
  • Proficiency with NASA EQUIPMENT database and GSMO-3 eQuip property management system.

DESIRED:

Current National Property Management Association (NPMA) certification

Basic Compensation:

$92,900.00 - $139,400.00

The offered rate will be based on contract affordability and the selected candidate's working location, knowledge, skills, and/or experience and in consideration of internal parity.
