Summary

The Property and Asset Analyst III manages and maintains all controlled assets accountable to AV, Inc., or in its possession throughout the Asset Management Lifecycle.  In this role, one maintains compliance with company policies, procedures, and government regulations in meeting specific control requirements. The Property and Asset Analyst is responsible for determining the effectiveness of the Asset Management System processes, maintaining control procedures, and conducting asset awareness training. 

Position Responsibilities

  • Oversees, manages and analyzes activities associated with asset business systems to ensure company, customer, and US Government assets accountable to the company, or within its possession, are managed in accordance with applicable regulations and policies to achieve best value and operational excellence
  • Establishes and maintains asset accountability records
  • Coordinates disposition of excess, or surplus material or equipment 
  • Conducts internal and external process assessments in meeting regulatory requirements and analyzes results for financial and operational purposes
  • Provides guidance on contracts and regulations pertaining to asset life-cycle management
  • Determines, recommends, and implements property/asset management policy and procedures in accordance with regulatory requirements, industry leading practices, and voluntary consensus standards
  • Supports internal and external customer audits
  • This position will manage and support AV remote locations in MA, NM, VA, D.C., and AL.
  • Other duties as assigned 

Basic Qualifications (Required Skills & Experience)

  • Bachelor's Degree in Accounting, Finance, Business Administration or other related discipline is required or equivalent combination of education, training, and experience
  • Minimum of 5-8 years of related property and asset management experience
  • Demonstrated knowledge of inventory control systems, record-keeping techniques, flow-chart creation and proficiency in MS Office Suite (Excel, Access, Word and PowerPoint)Knowledge of government property administration principles, theories and concepts as well as a strong understanding of property administration practices, techniques, and standards
  • Demonstrated knowledge of business processes associated with the asset management lifecycle
  • Ability to travel up to 35% of the time 

Other Qualifications & Desired Competencies

  • Functional knowledge and experience in Federal Acquisition Regulations (FAR), FAR Supplements, Contracts, Standards for the Guiding Principles of Property Management, and Cost Accounting Standards (CAS) as applied to property acquisition, use and disposition.
  • Prior experience working in PIEE, PCARSS, and IUID applications
  • NPMA training and/or certification is desired
  • Demonstrates effective problem-solving, analytical, interpersonal and communication skills.
  • Skilled as an effective public speaker and group leader for training personnel
  • Ability to work on problems of moderate scope where analysis of situations or data requires a review of a variety of factors
  • Ability to exercise judgment within defined procedures and practices to determine appropriate action
  • Ability to complete tasks with general direction on routine work and demonstrates ability to work under minimal supervision
  • Able to excel in a fast-paced, deadline-driven environment, where small teams share a broad variety of duties
  • Able to work effectively and efficiently across functions and have a proven track record of working successfully across multiple levels of an organization
  • Displays strong initiative and drive to accomplish goals and meet company objectives
  • Takes ownership and responsibility for current and past work products
  • Focuses on teamwork, collaboration and puts the success of the team above one's own interests 

Physical Demands

  • Ability to sit, stand, stoop, reach, lift (up to 10 lbs.), bend, etc.  Hand and wrist dexterity to utilize the computer.
  • May require travel to sites/program and special functions.

Environmental Conditions Critical to Performance:

  • May have some exposure to outside environment while traveling.

Special Requirements

  • U.S. Citizen, U.S. Permanent Resident (Green Card holder) or asylee/refugee status as defined by 8 U.S.C. 1324b(a)(3) required.
  • Must be able to travel within the Continental U.S. and internationally when required.

The salary range for this role is:

$88,800 - $126,000
