Manages construction contracts and projects in coordination with other DART departments, government entities, consultants, and other related parties for Dallas Area Rapid Transit's (DART) Capital Design & Construction Division of the Development Department. Responsible for developing and leading mobility capital projects including bus right of way infrastructure projects, transit facilities, and other programs to enhance connectivity and accessibility. Position will oversee the activities of consultants engaged in planning of capital projects, construction contractors, and relations with public works municipality representatives.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops and leads capital programs, ensuring that there is proper oversight and coordination of dependencies across the projects and programs, and there is a process for resolving or escalating issues.
Responsibility for developing Project Scopes, Project Plans, Work Orders, Communications Planning, Stakeholder and Organization Change Management, and Project Reporting and record keeping.
Ensure proper management and reporting on risks, issues, plans, dependencies, and budgets.
Provides the primary interface between construction contractors and the DART Capital Programs team.
Manages assigned projects. Oversees, checks work of, and instructs consultants and contractors on assigned projects. Monitors performance of work to ensure compliance with DART Standards.
Reviews and manages project cost, schedule, and scope status, identifies project risks and recommends changes to ensure compliance with established project objectives and to mitigate risk impacts.
Manages and reviews design plans, cost estimates, and invoices. Develops, submits approval, and monitors project budget(s) and contract values.
Oversees and participates as required in the negotiation of contract changes and supplemental agreements. Performs technical reviews of projects and prepares technical reports and correspondence.
Make formal presentations to staff, consultants, government entities, and other related parties, as required to communicate related project performance.
May serve as a liaison with public officials and the occasional DART rider regarding current construction activities.
Remains current on new industry trends, methods, and technology.
Develops, implements, evaluates, and revises section policies, procedures, and standards.
Prepares a variety of reports for management review.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor’s degree from an accredited college or university in Civil Engineering, Construction Management, or closely related field.
Eight (8) years progressively responsible experience managing engineering and/or construction projects and contracts to include overseeing work of consultants. Transit experience is preferred.
Valid Texas Class C driver’s license, no Driving While Intoxicated (DWI) convictions within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles.
Working knowledge of federal, state, and local laws and regulations governing engineering and construction contracts; overseeing and organizing the work of others; systems, techniques, principles, materials, and equipment to be used, as well as high levels of proficiency in performing complex and difficult professional and technical work such as managing construction contracts, directing staff, and negotiating disputes. Excellent written and oral communication skills to effectively communicate with all levels, both inside and outside of DART.
Knowledge of Procurement process and general understanding of estimating large projects
Ability to direct or conduct GIS data analysis and review.
Ability to scope out length and difficulty of tasks and projects, measures performance against goals.
Ability to use rigorous logic and methods to solve difficult problems with effective solutions.
Ability to figure out the processes necessary to accomplish tasks; can facilitate effective brainstorming and build consensus among team members; can orchestrate multiple activities at once to accomplish a goal; uses resources effectively and efficiently.
Knowledge and experience with coordinating activities between various jurisdictions, multiple departments and disciplines, federal transit programs and multiple contractors.
Proficiency with software applications including AutoCAD.

Reports to Director of Mobility Capital Projects
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
