Job Description:

The Project Manager is responsible for leading, coordinating, and overseeing the successful implementation of the USG/BHA-funded Multisector Emergency Response Project in Afar Regional State. The role ensures high quality and timely delivery of emergency interventions across key sectors including WASH, Health/Nutrition, Shelter/NFI, Protection mainstreaming, and Community Engagement/Accountability (CEA). The Project Manager will ensure compliance with donor requirements (BHA/USAID), World Vision policies, government humanitarian coordination structures, and humanitarian principles while managing staff, budget, procurement, reporting, and partnerships

Project Management & Coordination

  • Lead overall planning, implementation, and monitoring of multisector activities according to the approved project design and work plan.

  • Ensure interventions are integrated and synergized at woreda level (Health, WASH, NFI, Protection).

  • Facilitate inception meetings, kick-off workshops, and community engagement plans.

  • Coordinate with DRMC/Early Warning, Health Bureau, WASH Bureau, UNOCHA, Cluster Leads, UN agencies, NGOs, and woreda administrations.

  • Ensure safety, access, and field movement planning in coordination with Security and Operations.

Staff Leadership & Management

  • Directly supervise project officers and field teams.

  • Provide coaching, performance management, and weekly progress reviews.

  • Ensure staff adhere to safeguarding, Do No Harm, humanitarian principles, and WV policies.

  • Manage team dynamics, resolve challenges, and promote a culture of accountability and collaboration.

Budget & Compliance Management

  • Lead monthly budget monitoring (BMT), variance analysis, and cashflow projections.

  • Ensure all expenditures align with BHA and WV procurement, financial, and audit standards.

  • Initiate PRs, track procurement, ensure timely delivery of supplies (WASH items, NFIs, medical supplies).

  • Prepare donor‑compliant documentation, including means of verification (MoVs).

Monitoring, Reporting & Documentation

  • Ensure high‑quality MEAL processes: baseline/endline, PDM, post-distribution monitoring, activity tracking.

  • Produce weekly situation updates, monthly reports, and donor reports (quarterly/semi‑annual).

  • Support accountability practices—hotline communication, community feedback mechanisms, beneficiary registration & verification.

  • Facilitate learning documentation, best practices, and success stories.

Stakeholder Engagement & Representation

  • Represent WV in regional and zonal cluster coordination meetings (WASH, Health, ES/NFI).

  • Maintain strong partnerships with government stakeholders and humanitarian actors.

  • Support advocacy initiatives aligned with project objectives.

Risk Management & Safeguarding

  • Identify operational risks, access constraints, community tensions, or protection concerns.

  • Ensure mitigation measures are implemented and documented.

  • Enforce child protection and safeguarding standards across all project interactions

2. Qualifications and Requirements

Education

  • Bachelor’s degree in public health, Nutrition, WASH Engineering, Development Studies, or related humanitarian field.

  • Master's degree preferred.

Experience

  • Minimum 5 years of experience in humanitarian emergency project management.

  • Proven experience in USG/BHA-funded projects or other major donors (ECHO, UNICEF, WFP, UNHCR).

  • Demonstrated multisector management (Health/Nutrition, WASH, NFI distribution, Protection).

Technical Skills

  • Strong understanding of humanitarian standards (Sphere, CHS, BHA Guidelines).

  • Knowledge of emergency logistics, procurement, supply chain, and cash transfer modalities.

  • Strong leadership, people management, and coordination skills.

  • Excellent English reporting and communication skills.

3. Working Conditions

  • Based in Afar with frequent travel to project woredas.
