The Project Manager leads the successful delivery of mechanical and civil utility construction projects across the RCES portfolio, including water and wastewater infrastructure, buried pipeline systems, pumping and mechanical facility upgrades, district energy distribution, structural improvements, system hardening, and related civil/utility network support. This role is a key leader within the organization, responsible for coordinating, implementing, controlling, and completing assigned projects in accordance with utility standards, engineering requirements, safety regulations, and operational objectives.
The Project Manager works collaboratively with Utility/Mechanical/Civil Engineers, Operations Managers, Construction Field Representatives, contractors, consultants, and internal stakeholders to ensure projects are executed efficiently, safely, and in alignment with RCES and industry best practices. This position requires a strategic, results-driven leader who can balance technical, financial, regulatory, and organizational priorities while maintaining clear communication across all levels of the organization.
This role reports to the Manager of Projects (Mechanical/Civil).
Lead planning, execution, and closeout of mechanical and civil utility projects including buried pipeline construction, valve and regulator replacements, pump station and mechanical facility upgrades, chiller/boiler replacements, structural site improvements, and system reliability or capacity enhancements ensuring scope, cost, schedule, and quality objectives are met.
Develop bid strategies and manage the full contract lifecycle, including scope development, cost estimates, bid alternatives, contractor evaluations, change orders, and claims resolution in coordination with Procurement and Contract Management.
Own project financial performance, including budgets, forecasts, and estimated final costs (EFCs). Review and approve contractor invoices, progress payments, RFIs, materials requests, and directives to ensure accurate and timely financial reporting.
Champion project safety and regulatory compliance, promoting a culture of safety excellence in accordance with OSHA, NESC, utility operational procedures, and RCES safety programs.
Develop and manage detailed project schedules, identify critical path activities such as outages, switching sequences, material lead times, and planned energizations, and coordinate resources to meet operational windows and milestone dates.
Communicate effectively with internal partners, operations teams, and leadership regarding project status, schedule risks, financial performance, customer impacts, and outage coordination. Prepare and deliver executive-level presentations and reporting.
Proactively identify and mitigate project risks, including permitting challenges, environmental constraints, system loading considerations, equipment procurement delays, and field constructability issues. Lead collaborative problem-solving with engineering, operations, and construction teams.
Use project and contract management systems to maintain documentation, track progress, manage workflows, and support continuous improvement of project delivery processes across the electrical utility portfolio.
7+ years of experience in Architecture, Engineering or Construction Management, or commercial facilities construction industry or utility operations.
Knowledge of construction methods and the ability to interpret design drawings and specs.
Knowledge of construction and project management processes and purchasing/contract management.
Expertise with construction finance (budgets, forecasts, cash flows, etc.).
Experience leading a team.
Experience facilitating meetings in group settings.
Exceptional organizational and planning skills with the ability to manage multiple priorities in a fast-paced environment.
Utilize project and contract management systems to maintain documentation, streamline workflows, and support continuous improvement of project delivery processes.
Experience with contractor and vendor negotiations, estimating and bidding processes.
Experience with multiple complex projects while managing risks and constraints.
Required Education
Bachelor’s degree in engineering, construction management, business, or related field; or equivalent combination of education and experience is required.
Master's degree in project management or a similar program is preferred.
