- The CIO Office is working to strengthen IT strategy and governance at C&E Company, with the aim of accelerating business growth and ensuring sustainable development.

- By communicating not only with senior management but also with various stakeholders across the organization, we are working to optimize company-wide management and system administration.

Position:

Why We Hire

The CIO (Chief Information Officer) Office is seeking a member to lead the development of a company-wide IT governance framework, strategy formulation, planning, and project management in order to optimize the IT environments of Rakuten Mobile, Rakuten Symphony, and Rakuten Communications and promote business efficiency.

In this role, you will be expected to develop mid- to long-term strategies, optimize IT processes and systems, and identify, analyze, and address potential risks inherent in various IT projects and initiatives to strengthen IT governance and mitigate risks.

 

Position Details

You will be responsible for overseeing various projects aimed at advancing IT-related initiatives, as well as coordinating collaboration between Rakuten Group, Inc.'s technology department and other departments. (Approximately 50% of your work will involve communicating in English.)
- Overall management related to strengthening IT governance (visualizing the current state, identifying risks, considering countermeasures, and driving solutions)

- Overall management of projects and initiatives (tasks, issue identification, scheduling), issue analysis, and leadership

- Supporting the formulation of policies, processes, and governance frameworks, as well as the construction of processes and systems and their implementation within the company

- IT governance-related information management, preparation of reporting materials, stakeholder coordination, and internal reporting
- As part of CIO support, collaborating with other CxOs and providing support for operational initiatives
- Organizational oversight as the CIO Office and the promotion of initiatives aimed at growth

 

Work Environment

Company CIO Office as a whole has just under 20 members.

The organisation as a whole has a high proportion of mid-career hires, including not only those with telecommunications industry experience but also many individuals without prior industry background. Consequently, the onboarding of mid-career employees is smooth.

Even without industry or practical experience, this is an environment where you can steadily grow with support from experienced members.

 

Mandatory Qualifications:

- At least two years of practical experience in business process improvement, system development, project management, or a related field

- Business-level English proficiency

 

Desired Qualifications:

- Project-related experience

- Work experience within the IT and telecommunications industries

- Experience in systemisation and automation
- Oversight of the technical organization (management and operations)
- IT Strategy Development, Planning, and Risk Management
