Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The ITM Recovery Increment 1 (ITM RC1) project will replace the legacy Automated Information Systems (AIS) NS classification network with a modernized ITM Operational Network (ON) at NS in a private cloud across the NATO Command Structure (NCS). The project structure includes 14 Work Packages, organized in 4 pillar teams with about 30 people interacting daily with each other and externally too. This BCM task fall under WP01 including communications and Benefits Management.

Role Duties and Responsibilities

  • 1 Awareness Campaign
    • Create an Awareness Campaign Plan to engage with stakeholders related with the ITM- C1 Project and its impact. Stakeholder details will be provided by the ITM-RC1 Project team.
    • Coordinate the awareness campaign and provide the artefacts (slides deck, feedback, questions to be addressed, promotional video(s), etc.), and ensure the artefacts are maintained on the Agency portal
    • Promotional video production – Support the development of creative concepts, and visions that resonate with target audiences while meeting ITM-RC1 objectives.
    • Supporting meeting, taking minutes, documenting the action items and follow-ups with the relevant members of the project team and external contributors.
    • Coordinate with internal Agency stakeholders: Business Areas (BA)s, Service Owners (SO), Service Delivery Managers (SDMs), CIS Support Units, and Enterprise Service Operations Centre (ESOC).
  • 2 Organizational Change Management
    • Support the OCM activities of the project, by providing current and future workflow analyses, transition approaches and corresponding communication plans.
    • Follow the ITM-RC1 implementation plan and progress and adapt accordingly the OCM activities.
    • Ensure the awareness tasks (3.1) are aligned with the OCM work and vice versa.
  • 3 ITM-RC1 Handover/ Takeover (HOTO) Reporting
  • Support the project to service HOTO transition
  • Coordination and collection of Project / System / Test / Service artefacts required to achieve HOTO
  • Tracking, monitoring and reporting on project progress in coordination with the PIM pillar.
    • Weekly - reporting on progress made per week.
    • Monthly - reporting on progress against the overall execution plan, artefact delivery and storage on the Project Portal.
  • Performs other related duties that are associated with the above BCM role, as required.

The following are expected from this statement of work:

  • Completion of the activities/tasks agreed in each sprint meeting as per section 3 above, and associated deliverables.
  • Produce sprint completion reports (format: e-mail update), which include details of activities performed and the list of the deliverables of the week.
  • The Contractor will participate in the daily reporting and planning activities (daily stand-ups) as well as the required participation in workshops, meetings, events and conferences related to the supported services, as requested by the service delivery manager.
  • Payment schedule will be according to payment milestones upon completion of each month. Upon completion and validation of each sprint and at the end of the monthly milestone, following the acceptance of the sprint report.
  • The NCIA team reserves the possibility to exercise options, during the same scrum deliverable timeframe, at a later time, depending on the project priorities and requirements.
  • The payment shall be dependent upon successful acceptance of the month report and the delivery acceptance sheet (das) – (annex a) including the EBA receipt number.
  • Invoices shall be accompanied with a delivery acceptance sheet (annex a) signed by the contractor and the NCIA POC

Essential Skills, Experience and Certifications

This position requires SME and administrative skills. For the execution of this contract, the following qualifications/ experience is required together with at least 3 years of experience:

  • Subject Matter Expertise (SME) in:
    • Creative concepts that will meet the ITM-RC1 project business objectives and resonates with the diverse internal and external audience.
    • Specifically targeted to video production and communication material in support of organizational change and awareness campaign for large organizations.
    • Experience in producing communications dashboards with progress and benefits will be considered an asset
    • At least three (3) years' experience in Awareness campaigns & supporting video creation
    • At least three (3) years' experience in organisational change/ transformational projects.
  • Administrative:
    • Proficiency and experience in taking meeting minutes and draft comprehensive summaries.
    • Proficiency and experience in managing Microsoft SharePoint portal;
    • At least five (5) years' experience in project management support
    • Good Knowledge of project management principles, practices and procedures.
    • Proficiency in the use of Microsoft Office Suite.
    • Thorough knowledge of the English language, both written and spoken, is essential; with ability to write concise texts / instructions for different audience;
    • Ability to establish and maintain effective working relationships with stakeholders with positive attitude
