Job Summary: The Program Specialist (Scheduling Auditor) for Health Administration Service is located at Salt Lake City VA. The primary purpose of this position is to audit outpatient scheduling appointments to maintain accuracy and compliance. This position also independently plans and conducts a variety of assignments or investigations such as to develop or modify methods and techniques to resolve a variety of auditing problems; develops methods to isolate and identify conditions affecting inefficiency.

Major Duties:

  • Duties include, but may not be limited to the following: Initiates, populates, and reviews a variety of reports in order to provide pertinent information Implements a variety of monitoring/reporting tools for each unit within the service to such as enrollment and eligibility and trains employees in those processes. Independently plans and conducts a variety of assignments or investigations such as develop or modify methods and techniques to resolve a variety of auditing problems; develops methods to isolate and identify conditions affecting inefficiency. Develops new audit approaches where no precedent exists; serves as the technical expert in a wide variety of auditing program management functions; and establishes review criteria to improve efficiency of audit activities. The incumbent will be required to make clear, concise, and effective oral and written reports, and skilled at applying the principles, theories, techniques, and practices of professional auditing to problems encountered. The incumbent acts independently to plan, organize, direct, and control areas with emphasis on data validation, analysis and generation of reports associated with the facility Health Administration Service. The incumbent will draft findings, conclusions, and recommendations ensuring that the work performed adequately supports conclusions reached and recommendations are consistent with audit objectives and reporting standards to provide a basis for actions to correct weaknesses and implement improvements. The incumbent is responsible for ensuring adherence with scheduling Attendance auditing requirements, creates and reviews monthly reports of findings prior to submission to leadership. Conducts monthly auditing activity through the audit tool reporting system. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 a.m. to 4:30 p.m. Telework: This position may be authorized for Ad-hoc telework. Telework eligibility will be discussed during the interview process. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. The work also requires broad understanding and detailed procedural knowledge of budget, data management, personnel, and information processing functions of the office. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Program Specialist. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; (2) Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; (3) Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; (4) Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; (5) Skill in conducting detailed analyses of complex functions and work processes; and (6) Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. . To qualify based on education for this grade level you must have a Master's or equivalent graduate degree from an accredited college or university; OR, two (2) full years of progressively higher level graduate education leading to such a degree; OR, an LL.B. or J.D., if related.
