Salary Range: $127646 - $165945 Per Year

Job Summary: You will serve as a PROGRAM MANAGER (PROCESS IMPROVEMENT) in the Production Resources Department (900), Production Resources Planning (900B), responsible for the Production Resources Process Improvement Division (900P) of NORFOLK NAVAL SHIPYARD.

Major Duties:

  • You will develop, implement, and apply the planning, process and techniques to plan and direct programs and projects accomplished by the Production Resources Process Improvement Division.
  • You will participate in, and conduct long and short range, intermediate, and emergent planning for overall production resources process goals.
  • You will attend high level conferences within and outside the shipyard and provide input regarding program planning, funding, resource, training and policy.
  • You will determine availability of manpower, resources, program requirements, submission, utilization, and adherence to the department's budgets for material, overhead labor, and other essential support functions.
  • You will be responsible for the development and implementation of all aspects required to coordinate and support division operations.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in naval ship processes including production, planning, and scheduling to determine availability of shipyard work resources. Experience in quality and process Improvement, safety, and Workforce Development regulations, practices, and procedures governed by NAVSEA directives. Experience using administrative laws, policies, regulations and precedents applicable to the program/project. Experience developing, recommending, and implementing budgetary policies. Experience maintaining readiness of all program assets to include developing overall strategic planning, formulating program policy long term plans for resource development and utilization; and formulating and managing program budgets, acting as funds administrator. Experience applying methods, techniques, and concepts in planning, conducting, and evaluate long-range studies and analyses. Experience monitoring business operations affecting personnel to ensure they are in compliance with policy/instructions and fiscal requirements. Experience preparing long-range and short-range planning guidance in accordance with program policies and objectives. Experience utilizing concepts, policies, principles, practices and methodologies applicable to government programs, mission areas of responsibility and personnel management functions. Experience planning work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
