Job Summary: This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for Managing the overall control, coordination, and execution of complex and unique mission assurance programs, projects, and their supporting contracts.

Major Duties:

  • As a PROGRAM MANAGER (MISSION ASSURANCE) at the GS-0340-14 some of your typical work assignments may include: Manages the overall control, coordination, and execution of complex and unique mission assurance programs, projects, and their supporting contracts. Directs the Planning, Programming, and Budgeting Execution (PPBE) for all department programs, aligning budget actions with funding lines across the Future Years Defense Program (FYDP) and leading quarterly budget reviews. Serves as the primary liaison between leadership and department programs, communicating contract actions, financial requirements, and strategic objectives. Provides expert, high-level technical advice and solutions to leadership, customers, and stakeholders on matters affecting current and future functions and programs, including budget shortfalls and acquisition plans. Briefs Directorate and Agency leadership on budget requirements, programmatic decisions, and acquisition status, defending requirements and identifying potential shortfalls. Develops and implements acquisition strategy, procedures, tools, and guidance while regularly coordinating with acquisition directorates to ensure all requirements are met. Leads and oversees a multi-disciplined Business Management Team, ensuring projects remain focused on customer requirements and that contractors adhere to all contract provisions.

Qualifications: You may qualify at the GS-GS-14, if you fulfill the following qualifications: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and that is typically in or related to the position to be filled. To qualify at the GS-14, applicants must possess one year of specialized experience equivalent to the GS-13 or equivalent under other pay systems in the Federal service, military, or private sector. Directed the comprehensive management, control, coordination, and execution of complex, high-value programs, projects, and their associated contracts to achieve critical mission objectives. Executed the full range of acquisition and contracting actions, including developing statements of work, initiating funding documents, and evaluating contractor proposals for compliance with Federal (FAR) and Defense (DFARS) regulations. Spearheaded comprehensive budget reviews with internal and external stakeholders to synchronize financial plans and justify resource allocation across the Future Years Defense Program (FYDP). Engineered and directed large-scale programs and special projects that required the management of substantial resources and the implementation of significant procedural changes. Successfully managed a portfolio of multiple, complex programs simultaneously, effectively communicating project statuses, risks, and resource requirements to senior leadership and technical teams through clear, concise, and persuasive written reports and oral briefings. Acquisition Strategy: Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events(for example, decision points, contract awards, test activities). 3. Program Management: Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). 4. Oral Communication: Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. 5. Strategic Thinking: Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
