JOB SUMMARY
The Key Technology, Operations, and Services (KTOS) Data Literacy Program Manager is responsible for executing the strategy for Data Literacy programs, inclusive of Data Inventory, Data Catalog, Party & Reference Data and AI Ready Data. This high visibility role will be collaborating closely with a number of technology and business partners, to deliver critical data management capabilities in a highly matrixed environment.
Program Manager responsibilities include facilitating and executing on strategic activities, developing and driving long-term program objectives (quarterly planning, data management capabilities, adoption & change management, and high-level strategic roadmaps), as well as day-to-day execution of the program (issue resolution, budgets, coordination across multiple highly matrixed team and metric reporting).
This role provides an excellent opportunity for high visibility with executives across the organization and offers the opportunity to work with a broad range of internal partners.
This role reports directly to the Head of Data Literacy.
ESSENTIAL JOB FUNCTIONS
The Data Literacy Program Manager manages programs and works closely with Enterprise Data and Analytics Services (EDAS) Leaders, Risk leaders, Information Security and Privacy leaders to successfully plan, implement and execute strategic deliveries.
The Program Manager is responsible for:
Lead programs by staying aligned on program scope, release planning, as well as aligning one or more teams on vision, business goals, creating program structure, and securing cross-functional alignment.
Quarterly Program Increment Planning that supports strategic goals for Data Literacy, resulting in well thought out and achievable roadmaps for teams supporting the Data Literacy program
Provide visibility to program status (issues, risks, metrics, etc.) on an ongoing & regular basis to stakeholders, team members, and interested parties.
Work through ambiguity, leading Data Literacy programs across multiple teams
Lead working sessions with stakeholders for Data Literacy programs to help make key decisions, remove obstacles, and address key program issues. Be the key driver to ensure business goals are met and drive the strategic vision for Data Literacy
Partner with cross-functional teammates drive workgroup alignment meetings to address tactical release issues, dependencies, team status, metrics review, milestones, etc. (cross functional - Product Owners, Scrum Leads, Second Line of Defense(2LOD) and Internal Audit (3LOD)).
Manage "program/feature" dependencies across multiple teams, scrum teams, functions, divisions, and stakeholders.
Be a catalyst within the organization, someone who can help advance our Enterprise Data & Analytics Services strategy globally and drive others in the organization to change.

REQUIRED QUALIFICATIONS
Bachelor’s degree or equivalent work experience
4+ years of relevant work experience
Ability to articulate a compelling vision and engage stakeholders.
Ability to engage and effectively communicate with a variety of stakeholders and audiences, including leaders, senior executives, and other internal partners.
Highly proficient in creating presentations, status reports, managing issues and risks, project plans, tracking action items, etc., leveraging tools including the full suite if Microsoft 365 software suite (PPT, Word, Excel, etc.)
Excellent collaboration skills and ability to manage, mostly through influence, to keep a variety of stakeholders engaged, coordinated, and performing at a high level.
Strong professional presence
Proven ability to handle multiple priorities and deliverables, while maintaining attention to detail and highly effective execution
Ability to work across different delivery models (Agile, Waterfall, Hybrid) and drive clarity across efforts.
Strong analytical skills to generate insights regarding the program success.
Continuous improvement mindset; thought leader who can evolve the program with the changing needs of the business
2+ years working in an agile delivery model.
PREFERRED QUALIFICATIONS
Prior program management experience
Experience in data & technology
Experience in working in a regulated environment

COMPENSATION AND BENEFITS
This position is eligible to earn a base salary in the range of $96,000.00 - $181,000.00 annually. Placement within the pay range may differ based upon various factors, including but not limited to skills, experience and geographic location. Compensation for this role also includes eligibility for incentive compensation which may include production, commission, and/or discretionary incentives.Please click here for a list of benefits for which this position is eligible.
