Job Summary: This position is located in the Air Traffic Organization (ATO), Mission Support Services, International Office. The ATO International office is responsible for providing effective, consistent, and well-coordinated leadership and strategy for the ATO to achieve its global strategies for air traffic management harmonization, standardization, advocacy, and technical and operational support.

Major Duties:

  • The Program Manager will serve within the Mission Support Services, ATO International Directorate. Serves as Front Line Manager and directs a major national program or a major organizational component through a staff of highly technical employees. The Program Manager coordinates the preparation for ATO participation in, and leads or participates in, various International Civil Aviation Organization (ICAO) meetings, regional groups and subgroups, as well as bilateral and multi-lateral air traffic control coordinating groups. He or she coordinates ATO planning for high-profile regional events such as international airshows, meetings of the Civil Air Navigation Services Organization (CANSO), and executive-level conferences. In coordination with the FAA Office of International Affairs. He/she oversees ATO participation in the development of international agreements with foreign governments and air navigation service providers. Oversees the execution of the ATO international travel policy and program, in support of travelers across all ATO service units. As the Program Manager, he/she applies knowledge of program management to establish and monitor program progress and performance, to include developing an evaluation method to assess program strengths and identify areas for improvement. Manages multiple projects, and sometimes multiple programs while a project manager manages the teams responsible for fulfilling the project and achieving its deliverables. Coordinates the projects and their interdependencies between the various projects and programs in the program. Organizes programs and activities in accordance with the mission and goals of the organization. Develops new programs to support the strategic direction of the organization. Managerial responsibilities include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Provides guidance and promotes teamwork and collaborates with other Program Operations Directorate managers to ensure consistent communication of goals and objectives and improve Directorate business practices. Communicates and reinforces EEO policies and programs in all areas of responsibility. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO. Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. Represents the major subdivision, LOB/SO, or the FAA externally with foreign Air Navigation Service Providers, CANSO, ICAO and other international organizations, as well as as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions. Individual and organizational performance often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives. Senior managers frequently call upon the incumbent to identify problem areas and to develop and recommend new policies and procedures for resolution.

Qualifications: Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
