Job Summary: This position serves as the Executive Management Officer - Program Management Officer in Insurance Service, which is an element of the Department of Veterans Affairs. Insurance Service directs and manages the operation of VA's 11 Life Insurance programs and is responsible for legislative and regulatory changes, Servicemembers' Group Life Insurance (SGLI)/Veterans' Group Life Insurance (VGLI) oversight, Insurance program oversight, budget, actuarial functions, training, and system development.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 05/09/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current/former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade (TIG) requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. A Standard Form 50 (SF-50) that shows your TIG eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE REQUIREMENT: Applicants must have 52 weeks of specialized experience equivalent to the next lower grade(s) GS-14 . GS-15 Specialized Experience: Experience in using advanced management principles, for development of strategic planning, development of communication and marketing materials, resource allocation. Experience with planning, organizing, directing, controlling, reviewing, and applying judgment to tasks. Experience with compiling and analyzing technical and legal information from available sources to make decisions and resolve problems. Experience with providing information to various stakeholder groups orally or written. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week.
