Program Area Chief Engineer (PACE) - VLF/LF Modernization & Sustainment (Onsite)

The VLF/LF Modernization & Sustainment Program Area Chief Engineer (PACE) is responsible for the execution of all legacy Air Force and Navy programs.  In this role, you will partner across business unit Program Managers to ensure technical execution is met across all efforts within the assigned portfolio of programs.  Additionally, you will be responsible for the management and development of several Project Engineers leading programs within the portfolio.

You will establish design concepts and performance indicators for programs under execution and lead technical contributions for directorate review and operational assessments.  You will contribute to product research, development, integration and test efforts.  You will collaborate across functions including project management and planning, project teams, and line management.  You will coordinate the preparation of proposals, business plans, shape statements of work, specifications, and establish operating budgets and financial terms and conditions for DoD contracts. 

This is an ONSITE position at our Richardson, TX location. 

What You Will Do:

  • Prepares and maintains project plans, budgets, and staffing requirements to ensure all action item lists are completed, and project quality expectations are met
  • Responsible for managing technical performance of a program team which may include multiple small programs (5-10 personnel) or a larger program (20-40 personnel)
  • Drives project schedules to keep programs running efficiently and within budget
  • Manage the project to include tracking & reporting of budget and schedule performance through Earned Value Management System techniques
  • Support and motivate team members to deliver customer milestones and deliverables to meet the program business plan
  • Interface with management, suppliers, customers, and members of the technical design team
  • Provide timely and effective communication to management and customers
  • Engineering activities associated with design, development, procurement, and testing
  • Provide technical and functional leadership for assigned Components, Projects, Teams and Tasks
  • Request and manage budgets; identify and report any issues or changes in scope
  • Plan and maintain detailed schedule and resource plans
  • Lead Technology Development programs guiding products through Technology Readiness Level process
  • Lead test activities to prove out components and/or understand issues
  • Ensure designs comply with Standard Work and customer requirements
  • Benchmark similar hardware and review customer needs to strategically drive system and hardware development
  • Ensure Engineering and technology excellence
  • Mentor and support the development of team members
  • Provide bid & pursuit leadership

Project Details:

  • Typically assigned one to two small projects at a time, and/or supporting a large program
  • Typically leading several small/medium projects at a time, and/or supporting or leading a larger program
  • Typically leading a large program or leading several complex small/medium projects at a time
  • Most projects are half-year to several years in duration, exact knowledge, skillset, and team size vary from project to project

Qualifications You Must Have:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
  • Active and transferable U.S. government issued security clearance is required prior to start date
  • Able to communicate and make presentations to senior level leadership
  • Able to travel up to 25% of the time depending on the program phase (typically 10% or less)

Qualifications We Prefer:

  • Experience with hardware & software design life cycle experience
  • Progression in design, test, and fabrication of electrical systems which include hardware and software components
  • Experience using Agile methodologies to deliver capabilities.
  • History of continuous improvement and relentless root cause methodology
  • Prior Cost Account Manager experience
  • Experience navigating competing priorities, delivering the highest level of engagement and delivering successful outcomes in critical situations
  • Experience leading projects and teams within a highly matrixed organization
  • Strong Design Integration skills
  • Understanding of Aerospace engineering design and analysis review/release process.
  • Strong understanding of manufacturing & Geometric Dimensioning and Tolerancing (GD&T)
  • Understanding of the configuration management process
  • Strong Project management skills using MS Office/MS Project/EVMS
  • Identification of risks early on and ability to manage/mitigate by leveraging Sr. Leadership Support.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
