The Protected Communication Systems (PCS) within Strategic Communications (SC) team is seeking an experienced Program Area Chief Engineer (PACE) in a role committed to creating creative and cost-effective solutions for our ground and airborne systems.

As part of Collins Aerospace, Mission Systems organization, we specialize in developing advanced communication systems, ground and flight computers, sensors, cyber and software solutions, as well as providing integration of Mission Systems. The PCS Department supports a variety of communications systems including SATCOM (including AEHF, EHF, X-Band, Ka-Band, Ku-Band, C-Band, and PTW), Line-of-Site (LOS) Radio Terminals and Secure Switching Networks.

What You Will Do
   • Single point of accountability in engineering leadership (cost, schedule, technical, process) for program area
   • Drive positive execution de-risking opportunity identification across the portfolio 
   • Proactive identification, communication and mitigation of technical, cost, and/or schedule risks leveraging the enterprise to mitigate key risks and capture opportunities
   • Work with customer and business development to expand the product line and adjacent pursuits
   • Foster collaboration between the Discipline and Functional organizations to achieve maximum cost/schedule/performance efficiencies 
   • Propose and help oversee current and future IRADs in support of the program area
   • React to gaps and challenges in program financial reporting to adjust operational plans to help the larger business achieve its goals
   • During program start-ups or major ECP additions, ensure Engineering scope is fully understood and documented, ensure adequate processes and tools are in place, with proper Engineering resources assigned 
   • Track and report metrics across the portfolio to ensure common approach as well as consistency amongst programs and pursuit
   • Responsible for coaching and mentoring Program Chief Engineers (PCEs) and Project Engineers (Pes) to foster a strong talent pipeline
   • Monitor, augment and shift staff mix to adjust to program area needs
   • Participate in strategic hiring of skill sets to meet plan
   • Perform Section Manager duties for Program Chief Engineer Section to include but not limited to: staffing assignments, strategic hiring, progress reviews, salary planning, recognitions, spot awards, succession planning, monthly staff meetings and all other HR related activities with direct reports
   • The Program Area Chief Engineer also serves as delegate for the PCS Portfolio Engineering Director

Qualifications You Must Have
   • Experience as a Technical Program Manager, Program Chief Engineer, Project Engineer, Technical Subcontract Manager, or Integrated Product Team (IPT) Lead
   • Working knowledge of multiple engineering disciplines with a strong focus on communications systems development
   • Working knowledge of Earned Value Management System (EVMS)
   • Experience in all phases of development program lifecycle
   • Experience in Risk and Opportunity management
   • Demonstrated ability to interact effectively with multidisciplinary teams of system design professionals including systems, electrical, mechanical, software, and logistics engineers
   • Established cross-functional relationships with supplier assurance, supply chain and operations to ensure supplier selection and engagement strategy that supports program lifecycles
   • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
   • Active and transferable SECRET clearance is required prior to start date
   • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

   • Familiarity with engineering development 
   • Experience developing satellite communications systems
   • Prior experience with bid and pursuit work in a US government acquisition model

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
