Salary Range: $63795 - $82938 Per Year

Job Summary: This position is organizationally aligned to the VHA Member Services (MS) Veterans Transportation Program (VTP). The incumbent serves as VTP Program Analyst and reports to the Supervisory Program Specialist who reports to the Deputy Director of VTP. MS represents a single accountable authority for the development of administrative processes, policy, regulations and directives associated with the delivery of VA health benefit programs as well as programs related to access to care.

Major Duties:

  • Major Duties include (but are not limited to): Analyzes information to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports of finding. Employs comprehensive program management analysis techniques and methods to develop information for comprehensive reports, addressing such elements as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits and to assess (in terms of degrees) the success or failure in attaining program operational goals/objectives. Incorporates substantive recommendations for the resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures, products or services or making other changes to more efficiently and effectively utilize resources. The incumbent coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide range of non-recurring reports. In support of reporting duties, the incumbent analyzes, extracts, summarizes, and identifies significant trends and issues, and forecasts and estimates program requirements to prepare reports, justifications, charts, and presentations. Incumbent must establish management reporting mechanisms for their unit, ensuring that all elements of unit workload monitoring as well as individual quality and quantity production report requirements are satisfied. Responsible for all supervisory functions and personnel issues for the unit. Work Schedule: Monday - Friday 8AM - 4:30PM Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in affect and selectees will be required to report to in person work unless they have an approved exemption already in place. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researches vouchers, invoices, claims, and other requests for payment for goods and services provided to or by the Government for Beneficiary Travel and responsible for the proper processing and resolution of claims. Researches and interpreting laws, regulations, standards, and transaction processing methods to conduct and support fiscal and operational quality assurance programs. Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide range of non-recurring reports. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the organization's program operation. Provides technical guidance on payment policy, guidelines and payment methodologies. Independently and effectively working with highly sensitive issues and constructively working with individuals and groups to achieve the goals and mission of the office. . OR, Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: of Education and Experience (TRANSCRIPTS REQUIRED): Possess a combinations of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL. Or J.D., if related". Physical Requirements: The work is primarily sedentary in nature with occasional walking, standing, stooping, bending, reaching, and carrying of loads weighing up to 20 pounds is required. The workplace is often hectic, and rapidly changing deadlines contribute to the stress.
