Major Duties:

  • The United States Space Force (USSF) Chief Strategy and Resources Office (CSRO) at The Pentagon is searching for a Program Analyst (NH-0343-03, GS 12/13 equivalent). Description: The Plans and Programs Directorate within the Chief Strategy and Resources Office (CSRO-HQSF/S5/8) is responsible for developing the future years resource plans and budget requests for all research, development, test and evaluation; procurement; manpower; military construction (MILCON); and operations and sustainment funding. Additionally, the CSRO engages with the Office of the Secretary of War, Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF's investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations. In coordination with the Branch and Division Chiefs, this position conducts Space Force Corporate strategic planning, vision, budget messaging, scheduling, and organization of all requisite activities for senior USSF leaders in Program Objective Memorandum development, approval, and defense during the Office of the Secretary of War (OSW) Program and Budget Review in support of critical Service priorities in current and future USSF budgets. This position will work closely with the Space Force and Air Force Planning, Programming, and Financial Management Divisions to execute the corporate structure for budget processes and implications and to communicate across staff, field commands, and direct reporting units to ensure a prompt and effective decision-making process in support of senior leadership. This position will develop into a Subject Matter Expert for USSF POM executive summary development and budget messaging to include views of others during OSW Program and Budget Review and will act as the focal point for engagement and coordination efforts for CSRO leadership. The ideal candidate will have ten (10) or more years of experience in DoW operations, planning, acquisitions, budget, and/or staffing, with a preference for space-related experience. They should also have three (3) or more years of experience working with the DoW Planning, Programming, Budgeting, and Execution (PPBE) process. The ideal candidate will have three (3) or more years of previous experience with the PPBE process, including strategic vision and planning, critical thinking about operational risk, capability development, long-range planning and forecasting, and overall force readiness. The candidate must possess effective oral and written communication skills when presenting technical budget and program information to mid- and senior-level leadership. A master's degree is required, along with the ability to strategically plan, process, develop talking points or messaging, and present the Space Force resource position in support of senior leadership. The candidate shall possess leadership and management skills to develop effective corporate processes, plans, and tasks. Finally, the candidate should be skilled and comfortable with coordinating and communicating across Space Force and Air Force stakeholders to ensure prompt and effective decision-making. Key Skills and Abilities: 1. Knowledge of the Department of War and/or Department of Air Force planning, programming, budget, and/or execution policy, procedures, processes and systems in support of major Space Force missions and operations plans. Methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. 2. Knowledge of Space Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them. 4. Knowledge of Space Force installations to include the interaction of Total Force (Air National Guard and Air Force Reserve). 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing, to negotiate complex issues, and to maintain good working relations.
