Job Summary: This position is located in the Office of the Under Secretary for Management (M), Office of White House Liaison (WHL), Office of Presidential Appointments (PAS). M/WHL/PAS leads and manages the Department of State's Presidential Appointments Program, the U.S. Government's Foreign Service and Consular commissioning program, and the Department's diplomatic and consular titles program.

Major Duties:

  • Serves as a technical expert for one of the US Government programs led by PAS, managing the execution and strategic planning of assigned functions.
  • Interprets government-wide legislation, regulations, and Department policies affecting areas of responsibility and assesses their impact on program activities; develops policies and recommends action for program objectives/improvements.
  • Responsible for developing, implementing, and monitoring management information systems that support assigned program(s) and provide metrics on the progress in executing long and short-range plans.
  • Coordinates projects designed to provide critical analytical data/information to Senior officials, including White House Liaison, for taskers, hearings, and other high-level meetings that impact key Office programs and initiatives.
  • Represents the Office and speaks on behalf of PAS in a variety of forums ranging from events with external audiences, training sessions, internal briefings, and key meetings with Department leadership.

Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: • Experience independently applying analytical and evaluation techniques to identify, consider and resolve program issues. • Experience interpreting government-wide legislation, regulations, and Department policies concerning executive branch positions within the Department and/or other U.S. Government agencies requiring Presidential appointment and Senate confirmation. • Experience producing analytical reports for consideration by senior leadership and White House personnel. There is no substitute of education for specialized experience for the GS-13 position. To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
