Job Summary: This vacancy is for a Program Analyst position located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Program Analyst, GS-343-13, FPL 13, positions within Agencies in the same geographical location with the same qualifications and specialized experience.

Major Duties:

  • Conducting independent, complex analytical studies, presents findings and provides advise and guidance to managers which may influence existing policy.
  • Serving as senior program analyst and supervises at least 3 employees on a regular and recurring basis including having input on selection of employees, assign and reviewing work, approval leave and performance, awards, promotions.
  • Developing and interpreting guidance on program planning, implementation and executing;
  • Developing recommendation on long-range programs plans, goals, objectives, and milestones that have a direct impact on the ability to accomplish principal goals and objectives.
  • Anticipating and identifying potential risks to a project or program and escalates risks along with recommendations to appropriate management staff.

Qualifications: Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Conducting briefings/meetings to managers to provide study findings and outline goals and objectives for assigned projects and programs. Developing specific programs and establishing methods and procedures which will best accomplish identifiable objectives. Anticipating and identifying potential risks to a project/program and escalates risks with recommendation to appropriate management official. Education: Substitution of education may not be used in lieu of specialized experience for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
