The Opportunity


CACI is looking for a Product Owner to support U.S. European Command’s Knowledge Management team in delivering innovative, user-centered solutions that improve decision-making, enhance information sharing, and streamline business processes. The Product Owner applies technical expertise, customer engagement, and design thinking to develop and sustain enterprise KM tools and practices across multiple classification levels. The Product Owner is responsible for capturing operational requirements, translating them into actionable user stories, and maintaining a prioritized backlog that supports the command's mission objectives. The product owner utilizes JIRA and Confluence to manage requirements, track sprint delivery, and maintain transparency across the development lifecycle.

Responsibilities


The Product Owner serves as the product authority and strategic liaison between stakeholders, mission owners, and the scrum master.   This role requires roadmap planning and feature design.  The Product Owner will operate as the command’s subject matter expert for multiple products, aligning development activities with mission outcomes and strategic direction.

The Product Owner


•            Owns the product vision and roadmap, ensuring development priorities are aligned with USEUCOM’s operational needs and strategic initiatives.
•            Interfaces with directorates, functional area representatives, and mission partners to capture evolving requirements and operational gaps.
•            Converts mission objectives and stakeholder inputs into actionable user stories with clear acceptance criteria.
•            Maintains a well-defined, prioritized product backlog in JIRA, ensuring work items are properly scoped, estimated, and aligned to sprint timelines.
•            Assists with the creation of contract deliverable documentation
•            Elicits detailed requirements from end users and command stakeholders using structured interviews, mission analysis, and operational reviews.
•            Collaborates with engineers to ensure stories are feasible, testable, and technically sound.

•            Active SECRET clearance with ability to obtain/maintain TS/SCI.
•            Ability to obtain a TESA visa in Germany - BA/BS + 5 years, AA/AS + 7 years, major cert + 9 years, OR 11 years of specialized KM/IT experience.
•            3 years’ experience managing IT projects using either Agile Scrum or Kanban methodologies in a military HQ or joint command environment.
•            5 years’ experience in software development, software engineering and/or IT system and network architecture supporting enterprise-wide IT solutions
•            Experience with Agile development environments, including familiarity with ServiceNow, Confluence/JIRA, or similar KM platforms.
•            Strong communication skills; able to brief senior leaders and work in a collaborative, fast-paced environment.
•            Demonstrated expertise in qualitative user research methods, including proficiency in conducting structured user interviews, developing interview guides, and applying techniques for uncovering user motivations and behaviors as outlined in established UX research frameworks
•            DoD 8570.1 IAT Level II certification. Ability to obtain Security+ within 90 days of hire.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$82,700 - 173,900 USD
