The Procurement Manager is responsible for planning, executing, and controlling all procurement and subcontracting activities for the Corpus Christi Desalination Plant. This role ensures that materials, equipment, and subcontracted services are procured in alignment with project schedule, technical requirements, budget, and contractual obligations, while managing supply chain risk and supporting successful project delivery.

The Procurement Manager works closely with Engineering, Construction, Commercial, and Project Controls teams to implement effective procurement strategies for a large, complex desalination facility, including long lead equipment, marine and mechanical packages, and specialized subcontract scopes.

Job Description

Procurement Strategy & Planning

  • Develop and execute the project procurement plan, including sourcing strategies, packaging logic, and procurement schedules aligned with the project execution plan.

  • Support the estimation process in phase 1 (Progressive phase)

  • Define the Supply chain strategy

  • Identify and manage long‑lead and high‑risk items, ensuring early engagement with suppliers and mitigation of schedule and cost impacts.

  • Coordinate procurement sequencing with engineering deliverables, construction milestones, and commissioning requirements.

Supplier & Subcontractor Management

  • Lead sourcing, prequalification, evaluation, and selection of suppliers and subcontractors.

  • Manage procurement of major equipment and packages such as:

  • Process and mechanical equipment

  • Electrical and I&C systems

  • Piping materials and bulk commodities

  • Specialized subcontracted works

  • Negotiate commercial terms, pricing, delivery schedules, and contractual conditions in coordination with Legal and Commercial teams.

  • Maintain strong relationships with key suppliers and subcontractors throughout the project lifecycle.

Cost Control & Commercial Coordination

  • Ensure procurement activities align with approved project budgets and cost forecasts.

  • Support commercial teams with pricing analysis, bid evaluations, and change management related to procurement scopes.

  • Monitor material price escalation, availability risks, and supply‑chain constraints; implement mitigation strategies such as bulk purchasing, batching, or alternative sourcing where appropriate.

Interface with Engineering & Construction

  • Coordinate closely with Engineering to ensure procurement technical requirements are clear, complete, and constructible.

  • Ensure timely review of vendor submittals and integration of procurement schedules with construction work plans.

  • Support construction teams with delivery coordination, expediting, site logistics, and resolution of supplier‑related issues.

Contract Administration & Compliance

  • Ensure procurement activities comply with project contracts, internal procurement procedures, and applicable regulatory requirements.

  • Support administration of purchase orders and subcontracts, including expediting, amendments, claims support, and close‑out.

  • Maintain accurate procurement records, reporting, and documentation.

Reporting & Governance

  • Provide regular procurement status reports covering commitments, deliveries, risks, and mitigation actions.

  • Support project governance reviews and audits related to procurement and subcontracting activities.

  • Contribute to project risk management related to market conditions, supplier performance, and logistics constraints.

Required Skills and Competencies

  • Bachelor’s degree in Engineering, Construction Management, Supply Chain Management, Business Administration, or related discipline.

  • Proven experience in procurement for large infrastructure, industrial, or water/desalination projects.

  • Proven experience managing procurement on EPC or design‑build projects, including long‑lead equipment and complex subcontract scopes.

  • Prior experience on desalination or advanced water treatment facilities strongly preferred.

  • Experience working with multinational suppliers and complex logistics environments is a plus.
