The role, based at the Coppermills WTW (London E17), requires a Procurement Engineer with strong experience managing subcontractors and administering NEC3/NEC4 contracts within the water utilities sector.

You will support end‑to‑end procurement for a water infrastructure project. The role ensures robust procurement governance, contractual compliance, and smooth project delivery across multidisciplinary teams.

Job Description

Key Responsibilities

Procurement & Tendering

  • Develop procurement strategies for project packages (civils, MEICA, pipelines, equipment).

  • Prepare and issue RFQs/RFPs, lead tender evaluations, negotiate commercial and technical terms, and prepare award recommendations.

  • Draft, review, and finalise subcontract agreements under NEC3/NEC4 frameworks.

Subcontractor & Supplier Management

  • Manage subcontractor onboarding and performance for civils, mechanical, electrical, ICA, and specialist process‑equipment suppliers.

  • Coordinate progress meetings, monitor KPIs, ensure compliance with HSE and QA requirements, and manage corrective actions and payment milestones.

  • Oversee the delivery of critical water assets such as pumps, valves, chemical dosing systems, electrical equipment, control systems, and related OEM packages.

NEC Contract Administration

  • Support Project Managers with early warnings, compensation events, accepted programme updates, and NEC‑compliant communications.

  • Maintain strong document control aligned to NEC governance requirements.

  • Track contractual risks, cost exposure, variations, and change events.

Value & Commercial Management

  • Conduct supplier market reviews focused on the water sector (MEICA vendors, pipeline contractors, process OEMs).

  • Lead cost benchmarking, value‑engineering inputs, and negotiation strategies.

  • Support forecasting, commercial dashboards, and risk registers in collaboration with QS/Commercial teams.

Compliance & Governance

  • Ensure alignment with internal procurement procedures, corporate governance requirements, and obligations under the Client contract.

Required Skills and Competencies

  • 3+ years of procurement, subcontracting, or commercial engineering experience in water utilities, wastewater, or broader utilities/infrastructure.

  • Demonstrable experience managing or administering NEC3/NEC4 contracts on UK projects.

  • Strong experience with MEICA procurement, civils subcontracting, or process‑equipment sourcing.

  • Skilled in negotiations, commercial analysis, and supplier management.

  • Proficient in Excel and digital procurement systems.

Desirable

  • NEC accreditation (Project Manager / Supervisor) or formal NEC training.

  • Technical understanding of water/wastewater treatment processes or distribution networks.

  • CIPS/MCIPS qualification or progress toward accreditation.

  • QS/Commercial awareness (valuations, forecasting, cost reporting).
