Salary Range: $106437 - $172980 Per Year

Job Summary: As a Procurement Analyst, you will provide leadership and authoritative advice within and/or outside the agency on interpretation of governing policy in the designated procurement program area. Location of Position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Contract Quality and Audit Branch (QSAAB). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Major Duties:

  • Provides leadership, expert assistance and authoritative advice to other subject matter experts and personnel within and/or outside the agency on the interpretation of governing policy in the designated procurement program area. Researches the most sensitive, complex or otherwise controversial issues, utilizing all resources available (i.e, other SMEs, contract law/precedent research, agency policy contacts, etc.). Analyzes and interprets such guidelines in terms of the issue/problem and assists in the development of definitive policy recommendations. Serves as a primary agency contact for key programmatic decisions in the assigned procurement area related to the program office portfolio. Provides critical analysis of issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs as well as in the design/development and evaluation of ongoing and/or new portfolio procurement initiatives. Solutions to unique operating problems require the employee to study methodologies and practices employed by other federal institutions and/or private sector companies. Employs benchmarking of this fashion to provide information that fosters innovative solutions to program office and broader agency problems. Applies a wide range of qualitative and/or quantitative methods to assess and improve program office operational procurement effectiveness. Reviews specific goals and objectives, monitors the sequence and timing of key events and milestones, and evaluates overall program accomplishment and significance of contributions in terms of agency goals. Serves as a procurement/policy adviser to program office acquisition staff on complex projects, policies, issues, etc. Assists with the coordination of internal reviews as well as conducting a portion of the review through procurement/contracting data systems. Assists with research and documentation to satisfy data calls, peer reviews, and various reports. Reviews results from internal and external audits. Performs internal acquisition reviews per required internal management controls (e.g., Office of Management and Budget Circular A-123). Serves as a coordinator and representative for the Supervisor or other key management officials for major center issues and meetings involving other internal and external organizations, and provides advice, comments and recommendations as appropriate. Participates in the review of center activities to identify problems and recommends corrective measures or alternative approaches for implementation.

The GS-13 salary range starts at 106,437.00 per year. You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience applying federal acquisition laws, regulations, and policies related to the procurement of the full range of commercial products and services. Such experience must include: Analyzing procurement issues; developing or recommending policy and process changes. Evaluating acquisition programs or initiatives using qualitative or quantitative methods to identify deficiencies and develop corrective recommendations. Providing advice and guidance to management on acquisition strategies or business processes. Conducting procurement reviews to assess compliance with applicable requirements and coordinating with stakeholders to resolve issues.
