Overview

The Process Improvement Analyst is primarily responsible for assisting with implementation and encouragement of data-driven best practices in municipal government and fosters a culture of efficiency and continuous process improvement.  This role contributes and leads specific process improvement deliverables identified, and provides technical support, training, workshops and mentoring as necessary.

Essential Functions

1 Reviews complex operational, organizational, and resource problems and consults with and develops recommendation for leadership and management consideration.

2 Conducts staff workshops and training on the evaluation of programs and services.

3 Utilize data analysis tools to identify improvement opportunities in different areas.

4 Evaluates and prepares data reports and visualizations to identify trends, patterns, and predictions.

5 Recommends innovative management strategies and complex departmental turnaround plans. Inspects business processes and service delivery methods to identify efficiencies and reduce cost.

6 Participates and/or lead citywide process improvement initiatives as required (may require a minimum of 5% but not more than 25% of time).

7 Track hours spent on citywide process improvement initiatives.

8 May perform other duties as required.

9 Regular, reliable, and punctual attendance is an essential function of the job.

Knowledge and Skills

1 Knowledge, exposure, or expertise in data and performance principles, such as continuous improvement, complex problem solving, cost benefit analysis, project management, statistics, operations research, data mining, regression analysis, forecasting, quality control / statistical process control, process, or value stream mapping.

2 Technical competency in Six Sigma skills: Broad understanding and ability to apply improvement methodologies. (ex. DMAIC, Lean, Kaizen/Work-out and change management, etc.).

3 Must be proficient in Microsoft Office suite programs (Excel, Project, Access, etc.).

4 Advanced knowledge and skills with Tableau or Power BI preferred.

5 Communication skills that demonstrate the ability to develop consensus among several cross functional teams.

6 Knowledge of the City of Dallas organization.

7 Ability to work with internal and external partners to support the continuous improvement of projects/programs in the City of Dallas.

8 Strong interpersonal skills with the ability to work independently or in teams.

9 Results driven with the ability to manage projects & initiatives to completion.

10 Ability to drive project implementation working with diverse internal customers.

11 Analytical and data driven demonstrated experience in at least some of the following areas: databases, statistics, and research methods.

12 Ability to diplomatically interact with city officials.

13 Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the public.

MINIMUM QUALIFICATIONS:

EDUCATION

  • Bachelor’s degree in Public Administration, Business, or Data Analysis and Performance.

EXPERIENCE

  • Four (4) years of relevant work experience in business analysis, process analysis, or similar position is required, project management, or statistical analysis, preferably in municipal government.

EQUIVALENCIES

  • High school diploma or GED plus nine (9) years of the required experience will meet the education and experience requirements.
  • Associate degree in any field plus seven (7) years of the required experience will meet the education and experience requirements.
  • Bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience will meet the education and experience requirements.
  • Master’s degree or higher in a specified field plus three (2) years of the required experience will meet the education and experience requirements.

LICENSE

  • Valid driver’s license and good driving record.

PREFERENCE:

  • Formal Six Sigma training with a minimum of a black belt is preferred.



Salary Range

 

$73,590.40 - $91,977.60


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
