Job Summary: This position is located in the Design Office, Center for Exhibits and Interpretation, Chief of Staff, Office of the Librarian. The position description number for this position is 395820. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Major Duties:

  • Incumbent has broad range responsibilities receiving policy guidance and work guidelines in terms of program initiatives. Job evaluation is largely in terms of work accomplished, especially where uniquely different or sensitive projects are involved. Completed work is reviewed in terms of effectiveness in goal achievement and soundness of overall approach, conformance with controlling management policies, thoroughness, timeliness and quality of results. Contacts the Government Printing Office (GPO) and outside printing contract firms that do work for the agency. Deals with these production organizations on the specifications, scheduling, and acceptability of individual printing jobs. Determines the printing specifications and procurement details (including estimates of the costs) for printing requests generated in the office. Fills in the printing orders with details for every printing and binding service involved, and maintains records of every order the office places over time as an institutional memory useful in shaping further orders for the same materials, in tracking the performance of particular printing suppliers, in troubleshooting particular orders, and in tracking costs over time. Provides technical guidance and advice to program operating officials in the planning stages of printing projects on matters relating to cost effectiveness; interpretations of regulations and policies; development of print formats, ink, paper, binding styles, and materials preparation of detailed production specifications for a wide variety of complex publications and periodicals. Assists program personnel in the preparation and planning for production of publications. Estimates cost of individual printing jobs and reviews invoices to determine accuracy of charges. Refers discrepancies to the Printing Officer for resolution. Reviews requisition, print order, term contract specifications, and materials submitted for printing and duplicating for compliance with established laws and applicable federal and agency regulations. For unusual printing requests, such as emergency requests or specialty items that need special handling, estimates printing steps and costs, contracts the GPO or designated contract printing firms, contacts the procurement officers of the agency, and advises the supervisor whether the proposed printing procurement is technically or financially feasible. Inspects printed products upon receipt; informs the Printing Officer if products fall short of specifications and are unsatisfactory; and deals with the GPO or contract printing firms to have unsatisfactory work redone or to negotiate refunds as necessary. Under the guidance of the Printing Officer, continually monitors the status of all work orders and maintains supplies, inventory, production control charts, and records designed to keep jobs up to date and to meet production schedules; tracking involves both manual and automated systems. Assures that work flows properly through the stages of production: from concept to design to printing to bindery to delivery and finish of operations. Answers telephone and in-person queries regarding the status of work, referring only those that are complex and require schedule adjustments to the Printing Officer.

Qualifications: Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of printing equipment, processes, and technologies.** Ability to utilize technology related to printing and publication design.** Ability to meet and deal with others.** Ability to plan, organize and execute work. Ability to focus on the customer. Ability to communicate effectively other than in writing.
