Job Summary:

This position supervises and leads a broad team of Systems and Project Engineers. The incumbent will be required to participate in planning, executing, and reporting on progress of the system engineering activities across a systems engineering discipline (Requirements & Concepts, Architecture, Design, Integration). This position will provide technical consultancy and input towards the architecture, design and development of complex software and hardware systems. Additionally, the incumbent will provide overall coordination of complete system solutions, inputs towards evaluating RFP requirements and future work, systems engineering process and procedures and input and support for project risk management activities.

The position will be responsible for systems engineering planning, scheduling, and execution of requirements analysis, system design, analyses and trade studies, hardware/software design oversight, requirements verification, system integration, and system level test, and subcontractor technical management/oversight. It will also apply systems engineering principles, processes and skills to systematically convert customer needs into total systems solutions that acknowledge technical, schedule, and cost constraints.  Act as project lead if required on complex projects.

This position typically works under limited supervision and direction.  Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Job Duties and Responsibilities:

  • Lead, develop, mentor, and direct a team of Systems Project Engineers

  • Provide leadership and insight into the respective activities to facilitate their planning, execution and supervision

  • Provide frequent progress updates on schedule, performance and results to systems engineering discipline lead

  • Support the pipeline of talent in conjunction with HR for the systems engineering function

  • Support management in change management activities associated with executing the engineering strategy, including staff recruiting/training and process enactment

  • Provide technical oversight on a given project

  • Estimate, plan, schedule, and execute systems engineering activities

  • Elicit, clarify, define and develop and manage system requirements

  • Allocate system requirements to subsystem and oversee development/refinement of lower-level requirements

  • Define operational concepts

  • Support Global Solution team, bids, and generation of bid material

  • Perform analyses and trade studies as necessary to aid in the selection of system concepts

  • Integrate specialty engineering disciplines into a project team

  • Direct a project team to define and document the system architecture and design

  • Influence hardware and software designs to ensure compliance with requirements and system design

  • Able to act as a Technical Design Authority (TDA) on a project or product     

  • Perform hardware/software integration planning and oversee activities

  • Perform system level test planning and oversee test implementation

  • Interface with both internal and external stakeholders including but not limited to engineering, program management, quality, finance, business development, services, sub-contractors, end users and customers

  • Work closely with other engineering disciplines to coordinate and integrate system elements and interfaces to enable integrated teams and project cohesion.

  • Perform and support project & technical risk management activities

  • Lead engineering activities for development of new business proposals, and preparation of associated cost rationale for change/new business of up to very large scope, cost and risk.

  • Research design concepts and feasibility utilizing advanced technical theory and knowledge

  • Keep informed of new developments in systems engineering techniques and advances in technology

  • Perform system requirement analysis and reviews system and subsystem design and interface specifications

  • Create and execute certification plans to gain approval by certifying agencies

  • Interface with Quality Assurance to ensure application of quality standards

  • Participate or lead both internal and external design reviews and status meetings

  • Perform system modeling and simulation, trade studies and system functional analyses

  • Develop system architectures that relate requirements and interfaces so that effectiveness of system design concept is clearly communicated to customer

  • May participate in or lead a team effort to solve engineering problems or develop improved engineering processes

  • Direct engineering activities for proposal efforts

  • When required, act as project lead to plan, direct, coordinate and monitor assigned engineering projects involving the design, development, integration and testing of systems, subsystems and subassemblies.  Responsible for project schedules, budgets, and technical performance.  Conduct project coordination and review meetings.  Make presentations before management and customers.  Conduct in-house design reviews and technical meetings.

  • When required, act as project lead to coordinate and develop project concepts, objectives, specifications and resource needs.  Monitor project status and system performance measures.  Ensure compliance with contractual requirements for all engineering tasks.

Minimum Job Requirements:

Qualifications

Essential:

  • Degree in system, software or electrical engineering, computer science, information systems or related discipline (or equivalent experience)

Desirable:

  • Post graduate study in Systems Engineering or related area preferred

  • Professional Systems Engineering certification such as INCOSE CSEP, Chartered Professional Engineer

  • Project Management certification

Skills/Experience/Knowledge

Essential:

  • Strong engineering background in one of the engineering disciplines such as, hardware, software, system test with an emphasis on systems architecture.

  • Minimum 8 years of experience working in a software driven technology environment

  • 8 years of experience working with engineering projects involving complex systems

  • 8 years directing teams on system definition

  • Formal Systems Engineering/Solution Architecture experience

  • Experience leading or managing a team of engineers

  • Experience at a team level in development or technology integration teams

  • Familiarity with Software Development Life Cycles using both Waterfall and Agile approaches

  • Aware of software development best practice and able to apply standards and procedures effectively

  • Experience with expressing system designs using UML and SysML

  • Knowledge of relevant engineering standards and relevant Health and Safety legislative requirements

  • Experience of working in a formal project structure following ISO 9001 processes

  • Experience of working with software and systems engineering standards ISO/IEC/IEEE 15288, 42010, 29148

  • Extensive level of awareness of budget, schedule and quality in relation to project deliverables from a technical planning and execution perspective

  • Project co-ordination and planning experience

  • Ability to interface with customers, subcontractors, vendors, and deal with employees and managers at all levels both within and outside of the engineering organization

  • Experience managing a team of engineers under project deadlines and associated cost and schedule constraints.

  • In depth knowledge of customer needs and competing products

  • Experience with Enterprise Architect for systems modelling

  • Experience with IBM Rational DOORS for requirements management

Desirable:

  • Experience with trusted and multi-level security systems

  • Experience with conducting risk assessments IAW and security control compliance testing IAW NIST and developing certification and accreditation documentation

  • Ticketing and automated fare collection, or similar applications involving large networks of unattended/passenger-operated devices
