We are seeking a detail-oriented, proactive Deputy Post Let Project Manager to support GDOT’s P3 Division in the administration and oversight of complex post let alternative delivery projects in excess of $25M (DB, DBF, DBFM, DBFOM, CMGC). This role supports the Post Let Project Manager in ensuring effective contract management, compliance, construction oversight coordination, and stakeholder engagement across major transportation infrastructure projects.
The ideal candidate will collaborate with multidisciplinary teams—including construction, project controls, legal, utilities, environmental, ROW, and GEC partners—to ensure project objectives are achieved in alignment with scope, schedule, budget, and quality requirements.
Key Responsibilities
• Post Let Project Management & Oversight
• Construction Coordination & Compliance
• Assist with coordination of construction oversight activities, including materials testing (OMAT), ATSER administration, and tracking of required FHWA compliance reports (Labor Compliance, DBE Commitments/Payments, EEO Reports).
• Contract & GEC Oversight
• Assist with review and oversight of Post Let PMPs, financial plans, GEC task orders, job orders, and invoice management.
• Help ensure compliance with contract requirements, GDOT processes, and reporting protocols.
• Stakeholder, Utility, & Third Party Coordination
• Coordinate with GDOT offices, district staff, utilities, local governments, and other agencies as needed to support issue resolution.
Support tracking and coordination of MOUs, utility certifications, and third party agreement processes.
• Environmental, ROW, & Technical Support
• Provide support in monitoring NEPA/GEPA commitments and reviewing environmental deliverables prepared by others.
• Assist with ROW certification coordination, parcel acquisition strategy support, and tracking of ROW related documentation.
• Track and manage technical information developed by others (Concept Reports, costing plans, design exceptions, RIDs), and notify GDOT PMs of critical items affecting scope, schedule, or budget.
• Schedule, Risk & Cost Support
• Support monthly schedule update reviews and participate in analysis of schedule impacts.
• Assist with cost monitoring, change management documentation, and review estimating deliverables.
• Support the maintenance of project risk registers and documentation required for FHWA CSRA activities.
• Communications & Project Documentation
What You'll Do:
- Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
- Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction. Leads client contract scoping and negotiations.
- Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.
- Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.
- Responsible for/oversees project staffing, including, but not limited to; recruitment, development, retention and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
- Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega or mega projects to the client as well as general presentations within the industry and community.
- May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
- Performs other duties as assigned.
What You'll Need:
- Bachelor’s degree in Engineering and 12 years of relevant experience
- 4 years of successful management of engineering projects
What You'll Bring:
- Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on multi-disciplined or large/complex projects. Identifying and handling risk and change management independently.
- Leading large teams inside and outside of HNTB using sub-consultants.
- Using system tools to manage, monitor, and deliver complex projects.
- Leading HNTB Sophisticated processes as applicable to the project.
- Serving as the lead interface with the client.
- Deploying talent to other projects and developing successors to work with same client on other work.
What We Prefer:
- 15 years relevant experience
- Professional Engineer (PE) certification
- Project Management Professional (PMP)
- Certified Construction Manager (CCM)
