External Affairs International (EAi), part of the Roche Pharma CEO Office, ensures the company can shape the policies, funding decisions, and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network, EAi builds trusted relationships with governments, multilateral institutions, and global partners, develops third-party advocates, and forges alliances that protect and grow Roche’s business while improving patient access to innovation.
Reporting directly to the Head of Policy Impact and Effectiveness, the Policy Impact Capability Lead plays a critical role within EAi with a clear and focused purpose: to ensure affiliates possess the core capabilities, skills, and knowledge required to execute global Policy and Healthcare System Shaping (HSS) priorities locally. Operating within EAi's hub-and-spoke operating model, you will serve as a key enabler and expert trainer for a cluster of affiliates, diagnosing capability gaps and deploying targeted learning solutions. As a VACC leader (Visionary, Architect, Catalyst, Coach), you will be directly accountable for successfully enabling countries—with a particular emphasis on prioritized markets—to build the proficiency needed to deliver against strategic objectives such as positioning life sciences as a strategic sector and unlocking sustainable investment in innovation. Main Responsibilities:
Design, deliver, and embed the core capabilities and pedagogical frameworks required to implement the three EAi strategic priorities across a defined geographic area, acting as the primary capability-building interface between global teams and local affiliates.
Collaborate closely with Affiliate Engagement Leads (AELs) and affiliate Heads of Policy to conduct deep-dive capability assessments, identifying specific skill gaps and common challenges in policy execution and system shaping.
Facilitate the rollout and execution of Healthcare Impact Plans (HIPs) by providing hands-on training and coaching to ensure that local execution is consistent, timely, impact-driven, and aligned with global standards.
Develop, curate, and lead training sessions for self-service resources from the EAi hub, including specialized country playbooks, toolkits, training modules, and best-practice case studies to address needs outside the scope of the Integrated Strategies teams.
Partner with General Managers (GMs), Area Enabling teams, Health System Partners (HSPs), and Commercialization Excellence Leads (CELs) to ensure the rapid scaling of learning solutions while preventing duplication of training efforts and identifying network synergies.
Sense and synthesize affiliate capability gaps and real-world learning needs, feeding these insights back into global and Area strategies to ensure that global policy initiatives are grounded in local operational realities.
Exercise stewardship over regional learning resources and expertise, holding decision authority for trade-offs in training deployment and providing leadership for the Area Policy Community on how to effectively execute HSS initiatives.
You possess sound understanding of macro-level policy and system-shaping dynamics, with a proven ability to translate this expertise as well as external trends into training programs that help affiliates to action on their strategies that drive business and patient impact through advocacy.
As a seasoned trainer, you have a strong track record of designing and delivering high-impact training to diverse stakeholders, fostering a culture of continuous learning.
You are a confident communicator, tailoring your influence to senior audiences. You navigate ambiguity with ease, framing complex issues clearly. You demonstrate exceptional emotional intelligence and cross-cultural fluency, enabling you to build trust with stakeholders from any background.
