As Policy & Advocacy Manager you will play a pivotal role in driving collaborations with policy makers, patient advocacy groups, healthcare experts and other partners to unlock policy and other barriers to timely and qualitative care for the benefit of patients and healthcare systems. You will lead the coordination and execution of strategies to drive improved screening, diagnosis, referral and treatment for priority disease areas.

In this position you will have the unique opportunity to work hand-in-hand with our Commercial, Medical and Market Access teams as well as our above-market Corporate Affairs team to transform healthcare and improve the lives of patients.

You understand that to be successful in this role you will develop a strong understanding of our priority disease areas as well as the political-economic environment in which healthcare policy is made. You have a special gift and motivation to find solutions which benefit multiple stakeholders and have the proven ability to move matters through collaboration.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Lead end to end policy shaping with the Ministry of Health and across ministries with clear milestones and KPIs.

  • Initiate, accelerate, and govern strategic policy and patient activation programs, measure impact.

  • Build trusted alliances with policymakers, professional societies, KOLs, and patient groups; convene coalitions to drive change.

  • Equip the country leadership team with narratives, stakeholder maps, scenarios, and negotiation plans; coordinate external forums and joint taskforces.

  • Implement OKRs/dashboards with transparent reporting; capture and share best practices across therapy areas.

ESSENTIAL FOR THE ROLE:

  • Experience: 8–12 years in policy (preferably in health sector), market access, public affairs, or government relations; 3–5 years leading complex multi‑stakeholder initiatives, including direct engagement with the Ministry of Health or relevant agencies.

  • System Fluency: Deep understanding of Indonesia’s health ecosystem (guideline development, procurement, regulatory pathways), cross‑ministerial decision‑making, and budget cycles.

  • Outcome Track Record: Proven policy wins or listing/reimbursement decisions with measurable impact on patient access.

  • Strategic & Analytical: Ability to synthesize clinical, economic, and political inputs into clear strategies; strong proficiency turning findings into compelling policy cases.

  • Influence without Authority: Excellent stakeholder management and negotiation; able to align internal teams and external actors through credibility and persuasion.

  • Communication: Exceptional written and verbal skills in Bahasa Indonesia and English; adept at policy briefs, decision memos, media talking points, and executive narratives.

  • Ethics & Compliance: Strong command of anti‑corruption standards and ethical engagement with public institutions and patient organizations.

DESIRABLE FOR THE ROLE:

  • Sector Background: Experience in a global biopharmaceutical company or key health institutions with established networks across agencies.

  • Advocacy & Narrative: Experience in thought leadership, media, and PR campaigns connected to policy goals; responsible collaboration with patient advocacy groups.

  • Change Management: Demonstrated coalition‑building and ability to stand up for policy delivery.

  • Benchmarking: Exposure to regional/global policy wins and the ability to adapt playbooks to the Indonesian context.
