The primary purpose of this position is to perform the full range of journey level plumbing duties such as installing, repairing, and modifying water supply, sewage disposal, gas distribution, oil lines, and similar utility systems and equipment. Occasionally utilize backhoe equipment in the performances of these duties.

Major Duties:

  • - Independently installs, modifies, repairs, and maintains a variety of new and existing utility, supply, and disposal systems and equipment such as sanitary sewer, storm, water and gas distribution systems, and water closets, tubs, backflow prevention devices/assemblies, fire sprinkler systems, water meters and showers. - Plans and accomplishes work from initial layout to final assembly which involves interpreting and applying building plans, specifications, working drawings, sketches, and other plumbing guides/codes, and using shop mathematics. Establishes and maintains good working relationships. Creates an atmosphere of partnership with customers properly reflecting organizational policies and procedures. - Troubleshoots/tests various plumbing systems and equipment including backflow prevention devices such as reduced pressure principle devices, double check devices, atmospheric vacuum breakers, and other cross connection devices. - Uses and maintains tools such as tapes, rules, plumb bobs, hand and power pipe threaders, cutters, pipe wrenches, angle drills, hacksaws and power saws, power sewer cleaning equipment, various gas detectors and meters, and lead pots. - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing. Operates heavy equipment to push, pull, pile, or load materials, such as sand, gravel, earth, in order to excavate work site in order to perform repair of utility systems.

Qualifications: In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 PLUMBING AND PIPELIFTING GROUP. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a WG-4206 PLUMBER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of equipment assembly, installation, operation, and repair, to include routing, placement, slant, slope, and fall of systems. Skill in troubleshooting difficult or hard-to-detect leaks and operating problems. Knowledge of and familiarity with the Uniform Plumbing Code (UPC). Knowledge of technical practices in order to plan, lay out, install, modify, troubleshoot, and repair various systems and equipment. Knowledge and skills associated with a Class C domestic water system operation. Knowledge of engineering equipment, such as backhoes and the set of controls, for operation of the equipment and attachments. Knowledge of safety regulations, procedures, and practices. Basic knowledge of the nature of the soil composition and features of the terrain to determine the proper approach necessary to perform the operations. Skill in installing, modifying, and repairing new and existing utility, supply, and disposal systems and equipment without more than normal supervision. Skill and ability in using shop mathematics, measurement, and lay out such as angles, arcs, and circles. Ability to move heavy equipment about in confined areas. Skill in using and maintaining tools and equipment such as rules, levels, plumb bobs, dividers, various gauges and meters, various drain cleaning devices, hydrostatic pumps, and torches. Ability to effectively communicate orally and legibly in writing. PHYSICAL EFFORT: The plumber makes repairs and installations from ladder, scaffolding, and platforms, and where the parts of systems worked on are in hard-to-reach places. This requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The plumber frequently lifts, carries, and sets up parts and equipment that weigh up to 40 pounds unassisted and over 40 pounds with assistance. Heavy physical effort is used by the plumber when operating equipment in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. WORKING CONDITIONS: The work is done inside and outside, and is usually dirty, dusty, and greasy. The plumber is sometimes required to make repairs and installations outside in bad weather. Occasionally repairs are made in areas where foul smelling fumes are present. The plumber has occasional exposure to the possibility of broken bones and frequent exposure to the possibility of scrapes, burns, and infections. May be required to wear safety equipment, such as safety shoes, glasses, gloves, and hard hats and other personal protective equipment. The operator may be exposed to the possibility of injury due to equipment overturn or accident. Employee is subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust. May be required to wear protective clothing, such as hard hats, steel- toed shoes and gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
