Job Summary: This position serves as a Supervisory Transportation Assistant (OA) to provide supervisory support for the Veteran Transportation Program (VTP) located within Veteran Transportation Operations Section, under the Health Administration Service at the Department of Veterans Affairs Central California Healthcare System in Fresno, California (VACCHCS).

Major Duties:

  • Duties: Incumbent will independently plan, direct, and manage the Medical Center's VTP program through the VT section. The VTP program provides transportation at Government expense to a projected 1,400 Veterans and their attendants traveling to and from VA facilities and other places monthly, for the purpose of examination, treatment and care. Incumbent will develop, adapt, and implement policies and plans to support the mission of the VTP. Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services. The focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another. A high degree of critical judgment is required of the incumbent in designing and managing day- to-day operations of the VTS as to ensure unplanned, urgent and emergent patient care situations are handled appropriately by both staff and community resources. Analyze, develop, plan, and advise on VTP passenger movement policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities. Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed. Knowledge of transportation requirements for the State of California, and the 6 counties in which the program operates. Research transportation management innovations around the country. Remain current on best practices and concepts of transportation management. Management of program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers. Provide training for VTS staff on a variety of transportation management and patient related software such as VetRide, Computerized Patient Record System (CPRS), VSSC and Veterans Information Systems and Technology Architecture (VISTA). Develop educational programs such as rider training materials, travel trainer program and community forums. Must be able licensed and physically able to all vehicles assigned to the VTS or take training and receive licensures on all assigned and newly assigned vehicles. Develop new ways to remove barriers for transportation to VA Medical Facilities. Maintain communication with appropriate local, state, and federal agencies, and private interests. The VT Supervisor assists with effective outreach to community transit authorities and contributes to the development of Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency. Make presentations to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies. Participate in Veterans Transportation Network and Regional Transportation Coordination Councils. Supports the facility's Fleet Manager through direct management, maintenance and record- keeping of vehicles operated by VTP in accordance with the Fleet Manager's Guide, state and federal law, and local policies. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated experience with communication and planning of transportation systems, application of eligibility requirements, ability to interact with various levels of internal and external customers in development and support of transportation services; knowledge on reviewing, approving scheduled request for transportation with VA resources utilizing internal systems to determine best mode of transportation; experience supervising the proper and safe transport of patients who are ambulatory, or as needed by wheelchair or gurney through the use of patients vehicle lifts, and other equipment as needed. Experience with training and licensing staff on the operation and maintenance of a multitude of patient transport vehicles; up to 26,000 lbs. Ability to supervise and monitor assigned staff to achieve performance metrics. Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes.
