Job Summary
Analyze commercial and building plans and specifications for compliance with City Building Codes. Work is performed under the supervision and guidance of a supervisor providing technical assistance on complexproblems, work is reviewed while in progress and upon completion for achievement of desired results andapplication of established codes and regulations.

Position Overview
The Plans Examiner pre-screens, reviews, examines, and analyzes residential, commercial and building plans and specifications for compliance with City Building, zoning, and other applicable Codes for the issuance of over-the-counter permits.
Essential Functions
1 Conducts and performs general and preliminary review of plans and applications for commercial, and residential; uses and applies established pre-screen procedures to ensure that all the necessary documents and data are being submitted; identifies and rejects those applications which are incomplete.
2 Meets, engages, and communicates with contractors, builders, and property owners in regard to the status of plans; explains and interprets the codes and regulations relative to the construction plans submitted.
3 Provides support and assistance to the Senior Plans Examiners and Permit Center Manager to ensure all administrative tasks are completed and done in an effective and accurate manner.
4 Routes, directs, and ensures the delivery of plans to other Plans Review Teams; ensures plans submitted for review are managed professionally and appropriately.
5 Provides customer service assistance through assisting public in use of Maps, Plats, Files, and other records pleasantly and promptly.
6 Performs a wide range of technical, administrative, and clerical skills to support the plans examining activities of the department; provides basic math calculations, computes footage for buildings, and examines documents and blueprints.
7 Research, reviews, and checks for complete legal data entries on applications and other planning documents.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 General knowledge of building, plumbing, mechanical, electrical and/or zoning codes with considerable knowledge of other City codes, ordinances and safety regulations affecting building construction.
2 Knowledge of City construction codes
3 Knowledge of state laws applicable to inspection
4 Ability to effectively communicate both verbally and in writing with the general public while discussing, explaining and interpreting standards and codes.
5 Ability to read and accurately interpret construction plans, specifications and reference materials.
6 Ability to analyze facts, recognize problems, and to formulate and implement viable solutions
7 Communicating effectively verbally and in writing.
8 Establishing and maintaining effective working relationships.
9 Ability to coach and train others on specific topics related to this position.
