Job Summary: VISN 22 CRH Tele-Emergency Care is seeking an individual to serve as 1.0 FTE Acting Medical Director for 120 days. VISN 22 Tele-EC operates M-F 8am-6pm PST and serves > 16,000 Veterans per year. There are approximately 70 Emergency Medicine clinicians who rotate through this program from all eight facilities that are supervised jointly with facility ED Chiefs during their Tele-EC shifts. Candidates must be prepared to be flexible in their tour of duty as needed for program oversight.

Major Duties:

  • This is a Detail NTE 120 Days, with possible extension to one (1) year. It consists of 20% virtual care in Tele-Emergency Care, 80% administrative work. 100% remote excepting for applicable % of in-person ED shifts. Candidates must be Emergency Medicine physicians, credentialed and privileged within VHA, and have experience working within Telehealth or Emergency Tele Emergency Care program. This is a Supervisory position and employee will report to the Office of the Deputy Chief Medical Officer and will be supervised by the VISN 22 CRH Director. Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting Primary Duties include but are not limited to: Oversee day-to-day operations of the VISN 22 Tele Emergency Care Service Joint oversight of rotating clinicians with facility EM Chiefs to ensure standards of care are met during Tele-EC clinical care Supervisory oversight to the Program Support Specialist Join supervision with VA Health Connect of Tele-EC RNs. Collaboration with Tele-EC RN manager to ensure programmatic metrics are met Quality assurance and maintenance of ongoing professional evaluations, patient safety events, and process improvement Collaboration with facility and VISN programs to improve the quality and processes of Tele-Emergency Care Maintenance of Telehealth Service Agreements and other crucial files Strategic and fiscal planning, communication regarding productivity and metrics, with executive leadership at the facility and network level Managing programs within Tele-Emergency care and promoting programs for advancement of HRO and Whole Health ideals Communication with National Program Office regarding ongoing policy developments and changes to the program Attending and presenting program progress at national, regional, and local meetings Serves on national, regional, and local committees, advisory groups, and action teams if requested Dedicated clinical patient care time within Tele-Emergency Care and Face-to-face Emergency Department Desired experience and expertise: Emergency Medicine Board Certified with clinical experience in Emergency Department care, expertise in managing high acuity medical patients. Expert level of knowledge of Telemedicine and modalities involved, particularly within Tele-Emergency Care workflows and policy Extensive administrative experience, particularly in the telehealth arena such as maintaining TSAs, SOPs, MOUs and policies to ensure compliance with VHA directives Experience within clinical informatics and program management Multifacility leadership and collaboration Work Schedule: Monday - Friday, 7:30pm - 4:00pm (Candidates must be prepared to be flexible in their tour of duty as needed for program oversight.)

Qualifications: To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Licensure and Registration. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) or Those approved by the American Osteopathic Association (AOA), or Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Board Certification: Physicians are generally not required to be board certified for employment in VA; however, three circumstances in VA require physician board certification: If the position being filled is required to be a supervisor for medical students or physician residents (including fellows), the LCME, ACGME or AOA standards requiring a particular board certification credential will apply. If the position being filled will have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools), then a medical school requirement for board certification will apply to the jointly recruited position. If the position being filled is required to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical Laboratory Medicine), then VHA policy requiring board certification will apply.] English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7402(d) and 7407(d).
